The Development of Evaluation Competencies Building for Basic Education School Administrators: An Application of Evaluation Capacity Building

Abstract
The study aims to 1. analyze and determine the evaluation competency of the basic education school administrators, 2. survey the evaluation competency of the Basic Education School Administrators, 3. develop the evaluation competency building of the basic education school administrators through the application of the evaluation capacity, and 4. test the evaluation competency building model of the basic education school administrators through the application of the evaluation capacity building approach. The studies of the related documents and literatures were carried out. The data collection on the evaluation competency was conducted from those 400 samples while that on the evaluation competency building model of the basic education school administrators through the application of the evaluation capacity was carried out from those 11 participants.
It is revealed that the evaluation competency of those basic education school administrators comprises 4 dimensions: 1. the evaluation of the policy, plan, and project, 2. the main evaluation, 3. the evaluation on the staff performance, 4. the evaluation based on the educational quality assurance system respectively. The administrators need to have the self-development in terms of the curriculum evaluation. The development of the evaluation competency building model through the application of the evaluation capacity comprising the principle in helping a person or an organization to have the evaluation capacity and effectively making use of the evaluation, thus resulting in the continual and sustainable development. The 3-side goals are a person, an organization, and a project with the five phases: 1. inspiration creation phase, 2. objective building phase, 3. context analysis, 4. evaluation capacity building phase, and 5. evaluation phase respectively. There are 4 strategies: 1. training and orientation 2. online training 3. coaching and 4.being as the learning community. Holistically, the evaluation of the competency building efficiency model is at the high level. The highly evaluated dimension is the possibility standard followed by the standards on the implementation, the correctness, and the appropriateness.
