ASEAN Transboundary Haze Pollution and the Resolution of Thai Local Administrative Regulation

Abstract
Transboundary haze pollution problem in ASEAN cannot be solved by the general environmental law but rather by the subsidiary law enforced on the particular area. Such law should be flexible and suitable for the polluted area. Either national law or plan of action affects the subsidiary governmental organizations in issuing local laws and setting the guidelines to be enforced or applied in the polluted area. In this way, the problem of transboundary haze pollution is to be solved in concrete and achievable way.
