สภาพและแนวทางการจัดการความรู้ของศูนย์ส่งเสริมอุตสาหกรรมภาค เขตภาคเหนือ

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพการจัดการความรู้ของศูนย์ส่งเสริมอุตสาหกรรมภาคเขตภาคเหนือจำแนกตามหน่วยงานและศึกษาแนวทางในการพัฒนาการจัดการความรู้ของศูนย์ส่งเสริมอุตสาหกรรมภาคเขตภาคเหนือประชากรที่ใช้ในการวิจัยครั้งนี้ประกอบด้วยบุคลากรของศูนย์ส่งเสริมอุตสาหกรรมภาคที่ 1 ภาคที่ 2 และภาคที่ 3 รวมทั้งสิ้นจำนวน 147 คนเครื่องมือในการเก็บรวบรวมข้อมูลคือแบบสอบถามและแบบสัมภาษณ์วิเคราะห์ข้อมูลโดยใช้ค่าร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานวิเคราะห์และสังเคราะห์เนื้อหาในรูปแบบการบรรยายเชิงพรรณนาในแต่ละประเด็นผลการวิจัยพบว่า

สภาพการจัดการความรู้ของศูนย์ส่งเสริมอุตสาหกรรมภาคเขตภาคเหนือทั้งสามหน่วยงานมีการปฏิบัติตามกระบวนการจัดการความรู้ของสำนักงานคณะกรรมการพัฒนาระบบราชการ ในภาพรวมอยู่ในระดับปานกลางเมื่อพิจารณาเป็นรายด้านพบว่าการจัดการความรู้ที่มีการปฏิบัติในระดับมากเรียงลำดับได้แก่การเข้าถึงความรู้การสร้างและแสวงหาความรู้ส่วนการจัดการความรู้ที่มีการปฏิบัติในระดับปานกลางเรียงลำดับได้แก่การบ่งชี้ความรู้การจัดความรู้ให้เป็นระบบการประมวลและกลั่นกรองความรู้การเรียนรู้และการแบ่งปันแลกเปลี่ยนความรู้  เมื่อจำแนกตามหน่วยงานพบว่าทั้งสามหน่วยงานมีระดับการปฏิบัติแตกต่างกันสองด้านคือการบ่งชี้ความรู้และการเข้าถึงความรู้  สำหรับแนวทางในการพัฒนาการจัดการความรู้ของศูนย์ส่งเสริมอุตสาหกรรมภาคเขตภาคเหนือแบ่งเป็นด้านคนคือผู้บริหารควรให้ความสำคัญกับการจัดการความรู้กำหนดทิศทางเป้าหมายให้ชัดเจนสนับสนุนและเข้ามามีส่วนร่วมอย่างต่อเนื่องและบุคลากรควรได้รับการอบรมเพื่อสร้างความเข้าใจและตระหนักถึงความสำคัญของการจัดการความรู้ในด้านกระบวนการควรเชิญบุคลากร

ผู้ปฏิบัติงานในลักษณะเดียวกันของเขตพื้นที่อื่นร่วมพิจารณาในการประมวลและกลั่นกรองความรู้เฉพาะด้านเพื่อลดปัญหาการหาผู้เชี่ยวชาญจากภายนอกส่วนการแบ่งปันแลกเปลี่ยนเรียนรู้ควร   บูรณาการสู่กระบวนการทำงานประจำสร้างแบบฟอร์มบันทึกการทำงานและการแก้ปัญหาที่เกิดขึ้นเพื่อจดบันทึกประสบการณ์ความรู้ที่เกิดจากการทำงานและด้านเทคโนโลยีควรมีการพัฒนาระบบเทคโนโลยีสารสนเทศให้เป็นคลังความรู้และสามารถเข้าถึงข้อมูลโดยง่าย

The state and development guidelines of knowledge management of the industrial promotion center in the northern region

The purposes of this research were to study the state and development guidelines of knowledge management of the Industrial promotion center in the northern region. The population consisted of 147 personnel employed at the industrial promotion center in the northern region, region 1-3. The data were collected by using a questionnaire and structured interviews, and then analyzed by percentage, mean, standard deviation and content analysis. The results revealed that the state of knowledge management of the industrial promotion center region in the northern region, in overall was moderate. For each aspects, it was found that knowledge access, knowledge creation and knowledge acquisition have a high level, while knowledge identification, knowledge organization, knowledge codification and refinement, learning, and  knowledge sharing were at a medium level. Classified by the unit it was found that all three units have different practice, in knowledge identification and knowledge access.

The development guidelines of knowledge management of the industrial promotion center region in the northern region is divided into people; The administrators should pay attention to knowledge management. They should determine clear directions and goals, support and also continuously. Personnel should be trained to create understanding and an awareness of knowledge management. The Process; the personnel performing work of the same type in other regions should providing assistance regarding knowledge codification and refinement of specific knowledge and experts are unavailable. Concerning knowledge sharing should be integrated into the regular work process using forms for recording work guidelines and work experience. The technology; should be developed information technology systems for access data that personnel will be able to access information easily.
