การประเมินความต้องการจำเป็นในการพัฒนาระบบ การประกันคุณภาพภายในสถานศึกษา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อประเมินความต้องการจำเป็นในการพัฒนาระบบการประเมินคุณภาพในสถานศึกษา 2) เพื่อศึกษาระบบการประกันคุณภาพภายในสถานศึกษาแบ่งเป็น 2 ระยะระยะที่ 1 การศึกษาสภาพการดำเนินการประกันคุณภาพภายในและความต้องการในสถานศึกษากลุ่มเป้าหมายคือสถานศึกษาที่ยังไม่ได้รับการรับรองจากสำนักงานมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.) รอบสามโดยใช้แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับสถิติที่ใช้คือค่าความถี่ค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานและค่าดัชนีความต้องการจำเป็นระยะที่ 2 เพื่อนำเสนอแนวทางการประกันคุณภาพโดยในสถานศึกษากลุ่มเป้าหมายคือศึกษานิเทศก์ที่รับผิดชอบการประกันคุณภาพภายในผู้บริหารโรงเรียนครูในสถานศึกษาที่ได้รับการรับรองจากสำนักรับรองมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.) รอบสามโดยนำปัญหาและความต้องการจากระยะ ที่ 1 มาสร้างแบบสัมภาษณ์แบบมีโครงสร้างวิเคราะห์ข้อมูลจากเนื้อหาในประเด็นสัมภาษณ์เพื่อกำหนดเป็นแนวทางการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา

ผลการวิจัยพบว่าผลการประเมินความต้องการของการประกันคุณภาพภายในโรงเรียนสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชรเขต 1 ระยะที่ 1 1) ขั้นเตรียมการลำดับสูงสุดคือการให้ผู้เกี่ยวข้องมีส่วนร่วมในการประกันคุณภาพภายใน 2) ขั้นดำเนินการลำดับสูงสุดคือการสร้างแรงจูงใจให้บุคลากรในสถานศึกษาและการทดลองใช้เครื่องมือเพื่อปรับปรุงแก้ไขก่อนนำไปใช้จริง 3) ขั้นรายงานลำดับสูงสุดคือการเขียนรายงานประเมินตนเอง/รายงานประจำปีเชิงวิชาการเพื่อรายงานต่อหน่วยงานต้นสังกัดระยะที่ 2 มีประเด็นการนำเสนอในการพัฒนาอย่างเร่งด่วนตามลำดับความสำคัญค่าดัชนีของการประเมินความต้องการจำเป็นดังนี้ (1) ขั้นเตรียมการควรสร้างความตระหนักให้ผู้บริหารและผู้รับผิดชอบ (2) การวางแผนปฏิบัติงาน (Plan) ควรยึดหลักการมีส่วนร่วม (3) การดำเนินการตามแผน (Do) ควรมีการสร้างขวัญและกำลังใจ (4) การตรวจสอบประเมินผล (Check) ควรมีเครื่องมือที่มีประสิทธิภาพในการประเมินผล (5) ขั้นรายงานควรมีรายงานที่ยึดหลักวิชาการ

Needs assessment for inner quality assurance development system in school

The purpose of this research were 1) to assess needs for inner quality assurance development system in school 2) to study the inner quality assurance development system in school. It was divided to two rounds, In the first round was to study the state of inner quality assurance operation and needs in school. The population was the schools that wasn’t certificated by the office of national education standards and quality assessment in the 3^rd. The research instrument was questionnaire, rating scale in 5 level. The data was analyzed by frequency, percentage, mean, standard deviation and priority needs Index modified. The second round, to give the guidelines for quality assurance to the school. The population was  educational supervisors who had responsibility in quality assurance in school and was summated by the office of national education standards and quality assessment in the 3^rd by bring the problem issues and needs form 1^st round to create the construct interview. The data was analyzed by content analysis from interviewing in order to definite guideline in inner quality assurance development system in school.

The results were founded that: The result of priority needs index modified: PNI modified  of inner quality assurance in school Kamphaengphet Primary Education Service Area Office 1. in round 1.1) the preparation, the most important issue was the participation of staff in inner quality assurance. in round 1.2) The operation, the most important issue was making a good motivation for the staves and trying out instrument before using in round 1.3) The reporting, the most important issue was writing self-assessment report or academic report for the head organizations or head office totally. in the second round, there are many issue to give for development quickly as follow: (1) In the preparation, should make a realize for the school principal, and establish the committees do and control the projects or activities continuously. (2) In planning, should use the participation management in planning. (3) In doing, should do following the plan and make an inspiration. (4) In the checking, should use the tool effectively in evaluation. 5) In report, should report following academic theory.
