การศึกษาการดำเนินงานของศูนย์การศึกษานอกระบบและการศึกษา ตามอัธยาศัยตำบล สังกัดสำนักงานส่งเสริมการศึกษานอกระบบ และการศึกษาตามอัธยาศัยจังหวัดพิษณุโลก

Abstract

การศึกษาครั้งนี้ มีจุดมุ่งหมายเพื่อศึกษาการดำเนินงานของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบลสังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดพิษณุโลก กลุ่มประชากร ได้แก่ ครู กศน.ตำบล ครูอาสาสมัครการศึกษานอกโรงเรียนและครูศูนย์การเรียนชุมชน จำนวน 135 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นที่ 0.994 สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

การดำเนินงานของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล สังกัดสำนักงานส่งเสริมการศึกษาการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดพิษณุโลก ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่าด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านกิจกรรมการเรียนรู้และด้านการนิเทศ ติดตามและรายงานผล รองลงมา คือ ด้านการบริหารจัดการและด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการมีส่วนร่วมของชุมชน เมื่อพิจารณารายด้านพบว่า

1. ด้านการบริหารจัดการ พบว่าอยู่ในระดับมาก เมื่อพิจารณารายข้อ พบว่าข้อที่มีค่าเฉลี่ยสูงสุด คือ การศึกษานอกระบบและการศึกษาตามอัธยาศัย ตำบล จัดหาโทรทัศน์ ชุดรับสัญญาณดาวเทียม (ETV) และใช้งานได้ และข้อที่มีค่าเฉลี่ยต่ำสุด คือ กศน.ตำบลจัดหาสื่ออิเล็กทรอนิกส์ ได้แก่ สื่อ CAI, CD/VCD, ภาพยนตร์

2. ด้านกิจกรรมการเรียนรู้ พบว่าอยู่ในระดับมาก เมื่อพิจารณารายข้อ พบว่าข้อที่มีค่าเฉลี่ยสูงสุด คือ กศน.ตำบลจัดกิจกรรมเพิ่มเติมเพื่อส่งเสริมการศึกษานอกระบบระดับการศึกษาขั้นพื้นฐานและข้อที่มีค่าเฉลี่ยต่ำสุด คือ กศน.ตำบล จัดทำเว็บไซต์ กศน.ตำบลเพื่อเผยแพร่ข้อมูลเพื่อการเรียนรู้ของชุมชน

3. ด้านการมีส่วนร่วมของชุมชน พบว่าอยู่ในระดับมาก เมื่อพิจารณารายข้อพบว่าข้อที่มีค่าเฉลี่ยสูงสุด คือ ชุมชนมีส่วนร่วมในการประชาสัมพันธ์ให้ประชาชนและทุกภาคส่วนเข้ามามีส่วนร่วมจัดกิจกรรม กศน. และข้อที่มีค่าเฉลี่ยต่ำสุด คือ ชุมชนมีส่วนร่วมในการวางแผนจัดกิจกรรม กศน.

4. ด้านการนิเทศติดตามและรายงานผลพบว่า อยู่ในระดับมาก เมื่อพิจารณารายข้อพบว่า ข้อที่มีค่าเฉลี่ยสูงสุด คือ กศน.ตำบล มีการนำผลการวิเคราะห์และสังเคราะห์ข้อมูลมาปรับปรุงพัฒนากิจกรรมและข้อที่มีค่าเฉลี่ยต่ำสุด คือ กศน.ตำบล มีการจัดทำแผนการนิเทศ ติดตามผลการจัดกิจกรรมในพื้นที่

A Study of the Operation of Sub-district Non-formal and Informal Education Center under the Office of Non-formal and Informal Education in Phitsanulok Province

The purpose of this research was to study the operation of sub-district non-formal and informal education center under the Office of Non-formal and Informal Education in Phitsanulok province. The population used in this research comprised 135 people of sub-district non-formal and informal teachers, volunteerary non-formal education teachers and community center teachers. The instrument use for data collection was a Likert scale questionnaire with reliability value of 0.994. The statistics used for data analysis were mean and standard deviation. The results of this research were found that:

The operation of sub-district non-formal and informal education center under the Office of Non-formal and Informal Education in Phitsanulok province in overall was at a high level. The operation in every item was also at a high level. When considering by each aspect, it was found that the highest mean was learning activity arrangement, and supervision monitoring and reporting. Learning was the management and the lowest aspect were community participation. When each individual aspect was separately considered, the study revealed as follows:

1. On management aspect, it was found that the overall was at a high level. When considering individually, was found that the highest mean was that sub-district non-formal and informal education center had the television sets receiving ETV, and the lowest mean was that non-formal education of the sub-district provided electronic media, including media CAI, CD / VCD, movies.

2. On arrangement learning activities it was found that the overall was at a high level. When considering by each item, it was found that the highest mean was the sub-district non-formal and informal education under provided extra-activity to promote basic education. And the lowest mean was the for community sub-district non-formal and informal education under setup website to disseminate information learning community.

3. On the community involvement, it was found that the overall was at a high level. When considering by each item, it was found that the highest mean was the community lowest took part in are mean was community had less involvement in activity planning of the non-formal education center.

4. On the supervision and report, it was found that the overall was at a high level. When considering by each item, it was found that the highest mean was the sub-district Non-formal and informal Education center had brought up the analysis and synthetic of data to improve the activity to development and the lowest mean was the sub-district had organized the supervision plan manipulation the activity in the area.
