ปัจจัยที่มีอิทธิพลต่อความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ ภูมิปัญญาท้องถิ่นของเทศบาลเมืองคอหงส์และองค์การบริหารส่วนตำบลท่าข้าม จังหวัดสงขลา

Abstract

There are two purposes of this study. The first is to compare the successfulness of implementing the local-wisdom conservation policy of Khohong Municipality with that of the Subdistrict Administrative Organization of Thakham. The second is to study the principal factors which affect the successfulness of implementing the local wisdom conservation policy of the Khohong Municipality with that of the Subdistrict Administrative Organization of Thakham. 

All 745 samples lived in the area of responsibility of the Subdistrict Administrative Organization and that of the municipality. Collected by using questionnaires and statistically analyzed by t-statistic and multiple regressions, the data had the study reveal that;

(1) The mean value, significantly different in statistics, concerning the policy implementation’s fundamental factors: local wisdom, given by the people in the area of responsibility of the municipality, is higher than that of the people in the area of responsibility of the sub district administrative organization. 

(2) The mean value, statistically significant, concerning the policy implementation’s fundamental factors: local government leadership, given by the people in the area of responsibility of by the administrative organization, is higher than that of the people in the area of responsibility of the municipality. 

(3) There is no statistically significant difference in participation of the community members with the concerned agents. 

(4) The samples living in the municipality and administrative organization’s area show no statistically significant difference in valuing the implementation success of the policy.
The factors affecting the implantation of local wisdom conservation policy of the municipality and administrative organization are (1) the participation of community’s members and (2) the community’s leaders.

การศึกษามีวัตถุประสงค์ 2 ประการ (1) เพื่อศึกษาเปรียบเทียบความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นของเทศบาลเมืองคอหงส์และองค์การบริหารส่วนตำบลท่าข้าม และ (2) เพื่อศึกษา
ปัจจัยที่มีอิทธิพลต่อความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นของเทศบาลเมืองคอหงส์และองค์การบริหารส่วนตำบลท่าข้าม กลุ่มตัวอย่างของการศึกษา คือ ประชาชนเขตความรับผิดชอบของ
องค์การบริหารส่วนตำบลท่าข้ามและเทศบาลเมืองคอหงส์ จำนวน 745 ตัวอย่าง เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามและนำข้อมูลมาวิเคราะห์ทางสถิติ ได้แก่ t-Statistic และ Multiple Regression

ผลการศึกษา การศึกษาเปรียบเทียบความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นจำแนกตามลักษณะหน่วยงาน พบว่า (1) ประชาชนในเขตความรับผิดชอบของเทศบาลมีระดับคะแนน
เฉลี่ยเกี่ยวกับปัจจัยพื้นฐานของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่น ซึ่งเป็นปัจจัยด้านปราชญ์ชาวบ้านมากกว่าประชาชนในเขตความรับผิดชอบขององค์การบริหารส่วนตำบลอย่างมีนัยสำคัญทางสถิติ
(2) ประชาชนในเขตความรับผิดชอบขององค์การบริหารส่วนตำบลมีระดับคะแนนเฉลี่ยเกี่ยวกับปัจจัยพื้นฐานของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่น ซึ่งเป็นปัจจัยด้านผู้นำองค์กรปกครองส่วนท้องถิ่นมากกว่า
ประชาชนในเขตความรับผิดชอบของเทศบาลอย่างมีนัยสำคัญทางสถิติ (3) ปัจจัยพื้นฐานของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นของเทศบาลและองค์การบริหารส่วนตำบลด้านการมีส่วนร่วมของสมาชิกชุมชนและบทบาทหน่วยงานที่เกี่ยวข้อง พบว่า ไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (4) ประชาชนที่อยู่อาศัยในเขตเทศบาลและองค์การบริหารส่วนตำบลมีระดับคะแนนความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นไม่แตกต่างกัน การศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จของการดำเนินนโยบายด้านการอนุรักษ์ภูมิปัญญาท้องถิ่นของเทศบาลเมืองคอหงส์และองค์การบริหารส่วนตำบลท่าข้าม ได้แก่ (1) การมีส่วนร่วมของสมาชิกชุมชน และ (2) ผู้นำองค์กรปกครองส่วนท้องถิ่น เป็นต้น
