The Impact of Foreign Workers' Relocation on the Fish Processing Industry After the Opening of the ASEAN Economic Community

Abstract

The study finds that:


  1. The impact of entrepreneurship is in a form of hidden costs. Entrepreneurs,

whose employees are foreign workers, want the government to issue legislation


that can protect entrepreneurs' rights. These entrepreneurs should get involved


in establishing the proposed guidance or policies.


  1. Since hiring Thai workers has resulted in high employment costs, the

industries adopt machine systems. Due to this fact, the state must have a policy


to enable entrepreneurs to develop production systems with an emphasis on


mechanical adoption, automation machines, and even robots in manufacturing


instead of human labors. Apart from replacing human labour (low ability) with


automation (high), this emmense change will also reduce the dependency on


foreign workers.


  1. There should be a strict compliance to the labour rules and regulations,

especially when dealing with employment.


  1. The Department of Employment's policy of encouraging Thai workers

to work abroad should be abrogated and replaced with the policy which attracts


Thai citiznes to work within the state instead. The informants also reveal that if


more workers are moved out of the country, industrial businesses will progress


slower. It will affect the economy, politics, production costs, business policies,


and labor legalization.
