Civil Societal Volunteer Network Efficiency Development Model of Security Resolution in 3 Southern Border Provinces

This research was aimed to: 1) study civil societal volunteer network efficiency level
2) study the causal factors influenced civil societal volunteer network efficiency in security problems resolution, and 3) propose civil societal volunteer network efficiency development model in 3 southern border provinces in security problems resolution. The methodology used were mixed of quantitative and qualitative, the samplings 360 experienced in civil societal volunteer network and participated in security problems resolution in 3 southern border provinces by two-stage sampling. The research tools questionnaires and interviewing, the statistic analytical, percentage, averages and standard deviations were used for quantitative. In qualitative, the purposive sampling in-depth interviewing and context data analytic with the 15 key informants who were knowledgeable and experienced in civil societal volunteer network and participated in security problems resolution in 3 southern border provinces.
The research findings suggested: 1) civil societal volunteer network efficiency as whole were in high level, 2) the causal factors in all sectors influenced civil societal volunteer network in security problems resolution, and 3) civil societal volunteer network efficiency development model in this research were “COA MODEL” with 3 component; 1) civil societal volunteer network administrative innovation for security: 2) operation plan mobilizing innovation for wealth, and 3) all sector integrated innovation for sustainability. The involved working units, can use the recommendations as civil societal volunteer network development model in 3 southern border provinces.
