Needs Analysis of Debsirin Scout’s Management, Based on the Concepts of Active Citizen

Abstract
The purpose of this research is to determine needs analysis of Debsirin Scout’s Management, based on the concepts of Active Citizen. The information used in the research is taken from the school administrator and 48 teachers from Secondary 1 to Secondary 3 classes. The tool used in this research is a questionnaire with 5 levels of answers for each question. The statistics used in this research are Frequency, Percentage, Mean, Standard Deviation and Modified Priority Need Index (PNIModified).
The research concludes that, based on the concepts of Active Citizen, the need for Scout’s Management at Debsirin School can be arranged from the most to the least desirable in the following order; Personnel (PNIModified = 0.137), Monitoring and Evaluation (0.134), Planning and Policy (0.082) and Scout’s Management (0.039). This finding points to the need to improve upon personnel management in academic institutions and its most highly needed component: Positive Reinforcement and Promotion. This emphasises that the morale of personnel is an important factor in the move to propel Scout’s Management towards improvements in efficiency and success.
