Local Regulation Prototypes for the Enhancement of Community in Growing Perennial Plants to Reduce Global Warming

Abstract

The research objectives were to investigate the problems and limitation of legal enforcement for the enhancement of the community for growing perennial plants to reduce global warming, and to design the local egulation prototypes for enhancing community in growing perennial plants to reduce global warming. The qualitative research method was employed for the study through documentary study, in-depth interview, participatory design, co-design and public hearing. Research results show that: 1. The research results showed that the major problems and limitation of the legal enforcement of the local government administrative organizations for enhancing the community in growing perennial plants to reduce global warming were overlapping areas and strict legal enforement of the local administrative organizations.
2. The dratf of the local regulations for enhancing the community in growing perennial plants to reduce global warming was designed by the approval of the local organizations and people in the community who realized the natural diaster in the future causing by global warming. Keywords : Global Warming, Perennial Plants, Local Regulations
