A Study of Basic Information and Success Factors of the Community Welfare Fund in Wang Saeng Sub-District Kae Dam District MahaSarakham Province

Abstract

This academic article aims to examine the general conditions and success factors of the Wang Saeng Sub-district Community Welfare Fund in Kae Dam District MahaSarakham Province, through a review of relevant literature and in-depth interviews. The findings reveal that the Wang Saeng Community Welfare Fund plays a vital role in providing social security to its members, particularly in terms of assistance related to illness, death, and traditional community rituals. The fund’s success is attributed to both internal and external factors, including strong and visionary leadership, transparent and accountable management systems, active participation of the community in all stages of operation, and the promotion of self-reliance and communal solidarity. Furthermore, support from governmental organizations and diverse networks constitutes a critical element enabling the fund to operate sustainably and effectively in meeting the needs of local residents. In-depth interviews with the committee members and participants of the Wang Saeng Sub-district Community Welfare Fund revealed that the fund's role extends beyond mere financial assistance. It actively promotes financial literacy, a culture of saving, and community self-reliance through various activities such as training programs, member meetings for knowledge exchange and collaborations with local organizations. As a result, the fund has evolved into a critical platform for strengthening the community across economic, social and psychological dimensions. Moreover, the success of the Wang Saeng Community Welfare Fund reflects  a participatory management approach, where all sectors within the community are engaged as members, donors, and co-creators. This inclusive participation has cultivated trust and confidence among local residents. Such collaboration serves as a key mechanism that enables the fund to adapt and develop in response to ongoing social changes, thereby contributing to the reduction of inequality and the promotion of social justice at the grassroots level in a tangible and sustainable manner.
