EDUCATION FOR GLOBAL CITIZENSHIP DEVELOPMENT: INTEGRATED LEARNING FOR SUSTAINBLE DEVELOPMENT

Abstract

การศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกมีเป้าหมายที่จะเปลี่ยนแปลงการสร้างองค์ความรู้ ทักษะ ค่านิยม และทัศนคติของผู้เรียนให้มีคุณลักษณะของความเป็นพลเมืองโลก โดยมีแนวทางและมุมมอง รวมถึงวิธีดำเนินการที่หลากหลายขึ้นอยู่กับการนำไปปรับใช้ในแต่ละบริบท ซึ่งในการจะจัดการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกให้ประสบความสำเร็จนั้น การศึกษาแนวคิด หลักการ และแนวทางของหน่วยงาน องค์กร สถาบัน และนักวิชาการทางด้านการจัดการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกอย่างหลากหลายจึงเป็นเรื่องสำคัญ ดังนั้นบทความฉบับนี้จึงได้นำเสนอมุมมองของแนวทางในการจัดการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกในต่างประเทศ อันได้แก่ 1) The Welsh Assembly Government 2) Education Services Australia 3) Learning and Teaching Scotland 4) NDCO 5) Oxfam และ 6) UNESCO ซึ่งนำไปสู่การสังเคราะห์และสรุปเป็นแนวคิดการจัดการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลก ได้เป็น 4 แนวคิด ดังนี้ 1) การจัดการหลักสูตรและการเรียนการสอน 2) การมีส่วนร่วมของนักเรียน ผู้ปกครอง และชุมชน 3) การเสริมสร้างวัฒนธรรมและบรรยากาศในการเรียนรู้ และ 4) การพัฒนาศักยภาพครูและผู้บริหาร ทั้งนี้แนวทางการจัดการการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกทั้ง 4 แนวทางจะประสบความสำเร็จมากน้อยเพียงใดนั้น เหตุผลสำคัญประการหนึ่งคือการมีส่วนร่วมของทุกฝ่ายที่เกี่ยวข้องที่จะร่วมมือกันในการนำหลักการลงสู่การปฏิบัติ ทั้งในระดับครอบครัว โรงเรียน ชุมชน สังคม และประเทศ เพื่อให้การจัดการศึกษาเพื่อการพัฒนาความเป็นพลเมืองโลกสอดรับกันทั้งระบบ ครอบคลุมทั้งการศึกษาในระบบ นอกระบบ และตามอัธยาศัย ซึ่งจะนำไปสู่การเชื่อมโยงการเรียนรู้ในห้องเรียนผ่านประสบการณ์จริง บูรณาการความรู้ ทักษะ และเจตคติ เข้ากับการเรียนรู้ของผู้เรียนในทุกระดับ เพื่อให้ผู้เรียนได้รับการพัฒนาให้เป็นพลเมืองโลกที่มีคุณภาพ และเป็นส่วนหนึ่งในการร่วมพัฒนาประเทศและโลกอย่างยั่งยืน

EDUCATION FOR GLOBAL CITIZENSHIP DEVELOPMENT: INTEGRATED LEARING FOR SUSTAINBLE DEVELOPMENT

Global citizenship education aims to be transformative, building the knowledge, skills,  values and attitudes that learners need to be able to contribute to a more inclusive, just and peaceful world. Global citizenship education takes a multifaceted approach, employing concepts and methodologies already applied in other areas, in order to successfully manage the education for global citizenship. It is important to study the concepts, principles and guidelines of various organizations, institutions, and academics in the field of education for global citizenship. Therefore, this article will provide an overview of the approach in which education for global citizenship from different parts of the world. The concept of this study comes from: 1) The Welsh Assembly Government; 2) Education Services Australia; 3) Learning and Teaching Scotland; 4) NDCO; 5) Oxfam; and 6) UNESCO. This concept can be synthesized and summarized into four components as a guideline for school: 1) Curriculum management and teaching; 2) Participation of students, parents and community; 3) Encouragement of culture and climate in learning; and 4) Development of teachers and administrators. How successful are the four elements for education for global citizenship? The answer is the participation of all sectors at the family, school, community, society and country levels. It covers both the informal and informal education, which will lead to the linking of learning in the classroom through real experiences. Integrate knowledge, skills and attitudes into learners' learning at all levels. It aims to develop students to be global citizenship and to be part of sustainable development of the country and the world.
