This research project aims to 1) to study the perspectives in the context of administrators towards the development of higher education systems 2) to study the perspectives in the context of students on the readiness of students in the distance learning system. This research is a mixed methodology, using qualitative and qualitative methods. For qualitative methods, in-depth structured interview with eight senior management of Thai Higher Education were applied. For quantitative methods, 456 sampling have been selected for collecting data via online questionnaire during a COVID-19 situation. A statistics used for data analysis were frequency, percentage, means, standard deviation. The hypothesis was tested by t-test and F-test. One-Way ANOVA was analyzed in a different cases. The results of the research were as follows: 1) an opinion of the administrators regarding the development of the higher education system in the direction of preparation and readiness for future changes in the education system 2) The readiness of most students in the distance learning system is not different. Most of them use computers and mobile phones for distance learning through the Google classroom system.
