Policy Formulation in Special Economic Zone of Sa Kaeo

This research aimed to study a policy formulation and policy implementation in Sa Kaeo special economic zone. Qualitative research method employed by in-depth interviews, participant observations, non-participant observations, and focus groups. Data was analyzed through content analysis and data integrity was investigated through a triangulation method. The results summarized as the following issues: 1. The special economic zone is currently under the formulation and implementation of the prime minister. 2. The operational plans in the special economic zone are managed from the central administration. 3. The stakeholders are not allowed to assume more prominent roles of public participation in state administration’s decision making. 4. There is no own agency in the special economic zone. 5. The government determines the plan to develop the special economic zone, including the border trade. 6. The strategic plans on water supply system are not clear.
