Administrative Restructuring of the Ministry of Education According to the 10/2016 Directive of the Head of the National Council for Peace and Order

Abstract

This research aimed to study a problem and solving guideline in the restructuring processes through administration of the Ministry of Education according to the 10/2016 directive of the head of National Council for Peace and Order. This research is a qualitative research. Data collection was obtained from in-depth interviews and participant observations, including documentary research. Data were analyzed through content analysis and data integrity was investigated through a triangulation method. The results summarized as the following issues: 1) Streamline direct policy directives from the Minister of Education. 2) Multiple Delayed Procedures Delay in the legal process. Especially the law. 3) The Board of Education has no independence and no unity in work. It functions solely as a combination of policy and academic affairs of the area education and human resources management. The school district to the area of ​​education. 4) The establishment of education sector is a waste of budget. Educational agencies work overlap. 5) The selection of directors, representatives, people and teachers is unclear and Local teachers' representatives are not representative of local teachers. 6) The policy that is directed to the practitioner is to bring the curriculum to the teaching and learning. In each unit, the policy is implemented, related to the learner, and directly results in the study of the learner.
