This research article entitled “Localization: Community Management Innovation of Hua-Ngom Sub-district, Phan District, Chiang Rai Province aimed to investigate the problem-solving process, and to develop the community management innovation of Hua-ngom Sub-district, Phan District, Chiang Rai Province. The research design employed qualitative method using secondary and primary sources in data collection process. The findings revealed that the problem-solving process required involvement from three parties, that is, community leaders, government officials in the area, and villagers in brainstorming the ideas, regulated the procedure, and concluded the agreement together. In addition, the community management innovation was evolved in the form of “The People Charter for People in Hua-ngom Sub-district” which was considered the concrete outcome of shared thoughts, processes, and cooperation from various parties. The charter would serve as a mechanism in formulating rules and regulations accepted by the community because the community believed that the community’s strength resulted from cooperation of people in the community in directing development pathway, self-management, basic public healthcare, coexistence, maintenance of community environment and natural resources as well as local culture and wisdom. This clearly indicated positive changes in the local community.
