Implementation of Mediation of Disputes of Damrongdhama Center, Sriracha District, Chonburi Province

Abstract

The objectives of this research were; 1) to understand the process of dispute mediation of Damrongdhama Center from 2015-2017, and 2) to identify problems and difficulties involving the process of dispute mediation of Damrongdhama Center, Sriracha District. The research methodology was a qualitative research conducted by tools of a structured interview with 17 key informants; data was collected and content analysis.

The result of study the operation of dispute mediation of Damrongdhama Center, Sriracha District during the year 2015-2017 that in term of input, it was inappropriately managed and non-corresponding to the operations, and there were limitations in the operation cause by personnel, materials, equipment, low technology and not enough to work. With regard to process of operation of dispute mediation, the roles, functions, structure and power of Damrongdhama Center, Sriracha District are now appropriate. And the output from results of operations during the year 2015-2017, there were 754 cases in the process of dispute mediation and successful completion of 738 cases accounted for 97.88 percent.  The results of study problems and obstacles in the operation of dispute mediation of Damrongdhama Center, Sriracha District found that 1) inadequate personnel; 2) inadequate materials and low technology; 3) a lack of personnel with legal experience; 4) limited authority of Damrongdhama Center which are unable to handle the problem successfully and there are limitation in laws in some cases; and 5) the disputants do not cooperate in entering into process of dispute mediation.
