บทคัดย่อ
บทความนี้ต้องการศึกษาเกี่ยวกับจริยธรรมในการบริหารรัฐกิจสำหรับศตวรรษที่ 21 ระเบียบวิธีวิจัยที่ใช้ในการศึกษาได้แก่ การวิจัยเอกสาร (documentary research) โดยในบทความผู้เขียนได้นำเสนอตัวแบบที่ชื่อว่า “ตัวแบบเชิงจริยธรรมแบบดาวห้าแฉก” (pentagram ethical model) ซึ่งมีองค์ประกอบของจริยธรรมอยู่ 5 ประการ คือ (1) หน้าที่หรือผลประโยชน์สาธารณะ (2) กฎเกณฑ์หรือกฎหมาย (3) ผลลัพธ์หรือความดีสูงสุด (4) คุณธรรมหรือลักษณะนิสัย และ(5) การสำนึกรู้หรือสามัญสำนึก โดยที่องค์ประกอบประการแรก มีแหล่งที่มาของจริยธรรมจากธรรมชาติของการบริการสาธารณะ และองค์ประกอบอีก 4 ประการที่เหลือมีแหล่งที่มาของจริยธรรมจากทัศนคติในเชิงปรัชญา
