The Impact of the Policy of the Forest with the Villagers in the Northeastern : A Case Study of Sakon Nakhon Province

This study intends to (1) study the exclusive condition which keep people from their farm lands by studying four type of power of exclusion which are power of regulation, power of force, power of market, and power of justification. (2) study the effects on local people both prior and after the promulgation of the policy by the National Council for Peace and Order (NCPO), by studying directly from depth interviews and collective observations and document research. The target group in this study isthe effected local people during the policy is promulagated until now. This study shows that (1) the exclusive condition which keeps people from their farm lands causes; a) exclusion by regulation, b) exclusion by force, c) exclusion by market, d) Establishment of justification by officials. And (2) effects on local people's quality of life both prior and after the promulgation of the policy; a) career happiness, the people are not happy about their careers after the policy is enforced, b) well being of the community, there is polarization among local people due to land disputes in the area, c) well being of financial condition, local people are charged and sued which forced them to sell part of their property and loan money to afford to fight lawsuits, d) well being of health condition, local people's health are deteriorated after the policy is enforced and lawsuits are charged.
