The Implementation of Vocational Education in High-School Joint Curriculum Project during 2014 - 2017

Abstract

This article aims to study the objectives of policy making, problems, obstacles, and recommendations for success factors in implementing the vocational education policy in managing teaching and learning in joint Curriculum Project (B.E. 2557 – 2017) to be implemented use the qualitative research methodology Data were collected using a semi-structured interview with key informants related to the policy implementation process. Research related documents and observation without participation in the project studied then analyzes the content to find the consistency of various data between the personal level and the study area and check the study results with a triangular method. According to studies, it has been found that  The policy design of the educational reform policy is not consistent with the problem, especially in education programs that do not comply with the needs of the labor market. Norms and objectives of the vocational education policy, the teaching and learning management of the vocational and upper secondary education (dual education) programs are defined in 3 issues, but the operations that meet the objectives are only two issues Later, problems and obstacles include The high level of agency is unable to make service providers that implement the policy in accordance with the policy's intention. Causing failure or delay in implementing the policy including the lack of understanding of the 5 important work processes which are (1) management (2) curriculum (3) personnel (4) budget and (5) materials and equipment. The suggestion of factors related to the success in vocational education policy, the teaching and learning in joint vocational and upper secondary education (dual education) programs can be linked to the 7 factors according to the system implementation process of the dual education program.
