Abstract

This paper is a preliminary survey study of the debates over the decentralization of education management to local governments in Thailand. It intends to present the different types of relationships in the issue of decentralization, other than just those with the Ministry of Interior. This paper attempts to understand the decentralization of education management by viewing it through the lens of a specific controversial issue: corruption within the school lunch system in Thailand. The purpose of this paper is threefold: (1) to survey the current context of education management in local governments in Thailand; (2) to understand the structure of education management in local governments in Thailand; and (3) to study the debates around the issue of decentralization of education management to local governments in Thailand.
