Practice of the Guardian for Child in Lower Secondary School Students under Roi-Et Educational Service Area Office 27, Selaphum District, Roi-Et: Child Treatment in Article 23 of Child Protection Act 2003

Abstract

This research was a mixed methods research. The purposes of this study were: 1) to study the behaviors of the guardians toward the child 2) to study problems and obstacles of the treatment of the child; and 3) to propose the guidelines on the treatment of the child.   In the quantitative research, data was collected by using a questionnaire. The samples were 351 junior high school students from 6 schools under the Office of Secondary Educational Service Area 27 in Selaphum District, Roi Et Province and the qualitative research data was collected by in-depth interviews from 10 officers whose authority concern child protection according Child Protection Act, B.E. 2546 and 15 guardians. The results of the study were showed that the child’ opinions on guardians’ behaviors in the 4 aspects consisted of raising, upbringing, educating and developing, expecting for higher education were average of 3.95 in the high level.  The problems and obstacles of the behaviors of guardians were found that the lack of knowledge and consciousness, the insufficient guardian’s incomes, the belief of child upbringing was wrong and the operation of officers was not efficient. Therefore, the government agencies have to disseminate knowledge and enhance guardians to aware in a good conscience.  Policy formulation to encourage and support parents to look after their children by themselves should be proposed. School and community should participate in upbringing child efficiently.  Increase the competency of the authorized officer’s potential and skills involving child protection to be able to work in an integrated operation, and systematic family and child database.
