Abstract

The purpose of this research were: 1) to study the components of a learning resource in school and locality for educational management as well as for the development of students’ quality in Kanchanapisek Witthayalai Kalasin School;  2) to create a model that can be used as learning resource in school and local learning resource for educational management and for the development of students’quality in Kanchanapisek Witthayalai Kalasin School;  3) to evaluate the use of model as learning resource and 4) to evaluate the students’ quality and satisfaction after using the model. The targeted groups consisted of the following head counts: 1) 57 heads comprised the school directors, teachers, students, school boards and local learning center officers; 2) 5 experts; 3) 15 advisers; and 4) 229 heads comprised the school directors, teachers, students, school boards and local learning resource officers. The research instruments used were 5-point rating scale questionnaires for evaluating results using the model. Assessment the quality of students  and the satisfaction of those involved. The statistics used in data analysis were Mean , Standard Deviation and content analysis.The findings were as follows: 1. There were 6 components in a learning resource inschool and locality as AISPSS 1) Administrator, 2) Instructional, 3) Students, 4) Parental, 5) Supervisors, and 6) Service. 2. There were 7 steps on how to use a model for learning resources in school and local learning resource as APISIDE 1) Analysis, 2) Planning, 3) Instructional, 4) Service, 5) Innovation & Linked to global, 6) Development, and 7) Evaluation and Spreads. In addition, a handbook about how to use a model as learning resource. was also included. 3. The use of a model as learning resource was at high level. 4. The evaluation of students’ quality and satisfaction after using the model as learning resource. found that the quality of academic achievement and desirable attributes increased at all levels. The results of the satisfaction had at the highest level.
