Success Factors after Implementing Digital Local Government Transformation: A Study of Local Governments in Muang District, Khon Kaen Province

Abstract

This research aims to explore the success factors and transformative impacts after implementing digital local government in Muang District, Khon Kaen Province. The data were gathered from in-depth interviews with local administrators and department heads in local governments, community leaders, and local citizens. Then, the data were analyzed by using a cross-case analysis to identify the themes and describe each theme in accordance with leadership, personnel skills, budgets, communications, infrastructure, and public participation. The result showed that success factors in implementing digital local government policy can be described in 6 aspects include: 1) positive thinking and open-mindedness; 2) digital skills and digital technology specialists; 3) fiscal sufficiency; 4) digital infrastructure and local digital ecosystem; 5) proactive communication with the public; and 6) acceptance of citizens. After implementing local digital policy, it created impacts for local service improvement and responsiveness. In some local governments, they found problems about work redundance that caused by non-seamless integration of the working system.
