Developing a Model of the Social Welfare Services for the Elders and Disabilities in Yang Noi Sub-district, Kosumpisai District, Maha Sarakham Province

บทคัดย่อ

The purposes of the research were to study process, conditions or factors and results of a model of social welfare service development for the elderly, disabled and socially disadvantaged people in Yang Noi sub-district, Kosumpisai district, Maha Sarakham province.  The qualitative research was employed for the study from key informants have 30 peoples. The data was collected by interview, observation and recording from the key informants. The descriptive analysis was used for the study.  The study showed that the process for improving a model of social welfare services for the elderly, disabled and socially disadvantaged people emphasized improving the quality of social welfare services based on the national law and policy. Additionally, the research focused on driving the law and policy to action for people in communities, The social welfare services were provided to people in various models based on three main factors or conditions : government policy through public participation. The participator method was used to drive and facilitate the national policy through local chief executives and public participation and need.  The model affected directly and indirectly the social welfare services of birth, elder, injure and death of the target population.  The indirect effect of model was fully participating in improving the process of social welfare services as service providers and receivers. Finally, the Yang Noi Sub-district Administrative Organization is the best practice of social welfare services for elderly, disabled, and socially disadvantaged people.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษากระบวนการ เงื่อนไขหรือปัจจัยสนับสนุน และผลของการพัฒนารูปแบบการให้บริการสวัสดิการสังคมสำหรับผู้สูงอายุ คนพิการ และคนด้อยโอกาสทางสังคมพื้นที่ตำบลยางน้อย อำเภอโกสุมพิสัย จังหวัดมหาสารคาม  ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ จากผู้ให้ข้อมูลสำคัญจำนวน 30 คน  เครื่องมือที่ใช้ในรวบรวมข้อมูล  เป็นแบบสัมภาษณ์ แบบสังเกต เครื่องบันทึกเสียง เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เป็นรายบุคคลและเป็นกลุ่ม  วิเคราะห์ข้อมูลโดยการตีความจากปรากฏการณ์และข้อมูลที่ได้จากการสัมภาษณ์และสังเกต ผลการวิจัย พบว่า กระบวนการพัฒนารูปแบบการให้บริการสวัสดิการสังคมสำหรับผู้สูงอายุ คนพิการ และคนด้อยโอกาสทางสังคม เริ่มจากมุ่งพัฒนาคุณภาพการให้บริการสวัสดิการท้องถิ่นตามกฎหมาย ประสานนโยบายรัฐเข้าสู่ชุมชน ผลักดันนโยบายสู่การปฏิบัติ จัดตั้งและพัฒนาต่อยอดการให้บริการสวัสดิการสังคมในรูปแบบต่าง ๆ โดยมีเงื่อนไขหรือปัจจัยที่สนับสนุนอย่างน้อย 3 ประการ ได้แก่  นโยบายรัฐและการสนับสนุนจากภาครัฐช่วยให้การขับเคลื่อนการพัฒนารูปแบบการให้บริการสวัสดิการสังคมเป็นไปได้ง่ายขึ้น  การผลักดันนโยบายของผู้บริหารท้องถิ่นที่เน้นการมีส่วนร่วมของคนในชุมชนเป็นสำคัญ  และความต้องการในการพัฒนารูปแบบการให้บริการสวัสดิการสังคมของผู้นำและประชาชนในพื้นที่  จากกระบวนการพัฒนารูปแบบการให้บริการสวัสดิการสังคมภายใต้เงื่อนไขดังกล่าวข้างต้น ส่งผลตามมาทั้งทางตรงและทางอ้อม ผลทางตรงกลุ่มเป้าหมายได้รับสวัสดิการเพิ่มขึ้น ครอบคลุมการเกิด แก่ เจ็บ ตาย มีสวัสดิการช่วยเหลือคนด้อยโอกาสในชุมชน ส่วนผลทางอ้อมเป็นผลของความภาคภูมิใจของชุมชนที่ได้มีส่วนร่วมในกระบวนการพัฒนารูปแบบสวัสดิการ ในฐานะผู้ให้และผู้รับ “ให้อย่างมีคุณค่า รับอย่างมีศักดิ์ศรี” รวมถึงผลต่อองค์การบริหารส่วนตำบลยางน้อยที่ทำให้เป็นที่รู้จักและบุคคลภายนอกให้การยอมรับ
