Trend of Leadership of the Chiefs of Police Provincial Stations In KhonKaen Province

Abstract

งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาถึงรูปแบบภาวะผู้นำของหัวหน้าสถานี ตำรวจภูธรในจังหวัดขอนแก่นเพื่อนำผลการศึกษาไปกำหนดเป็นแนวทางในการ พัฒนาภาวะผู้นำของหัวหน้าสถานีให้เกิดความยั่งยืนต่อไป ผู้วิจัยใช้ระเบียบวิธีวิจัย เชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลที่สำคัญ จำนวน 20 ราย ได้แก่ ผู้ กำกับการหัวหน้าสถานีตำรวจภูธรในจังหวัดขอนแก่นที่ผ่านการพิจารณาคัดเลือกของ คณะกรรมการพิจารณาคัดเลือกสถานีตำรวจดีเด่นประจำปี 2557 ตามโครงการ โรงพักเพื่อประชาชนของตำรวจภูธรจังหวัดขอนแก่น ลำดับที่ 1 – 20 จากจำนวน 26 สถานีตำรวจ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลที่สำคัญนำ ข้อมูลที่ได้มาทำการจัดหมวดหมู่เพื่อการวิเคราะห์และสังเคราะห์โดยวิธีการพรรณนาผลการศึกษาพบดังต่อไปนี้

รูปแบบภาวะผู้นำของหัวหน้าสถานีตำรวจต้องมีวิสัยทัศน์ที่จะเปลี่ยนแปลง องค์กรพัฒนาองค์กรให้ทันสมัยทันต่อเหตุการณ์โดยมีเป้าหมายอยู่ที่การให้บริการ ประชาชนต้องมีการสร้างความร่วมมือและความเข้าใจกับสมาชิกในองค์กรต้อง รับทราบและเข้าใจตรงกันในเรื่องวิสัยทัศน์ขององค์กรต้องประพฤติปฏิบัติตนเป็น แบบอย่างที่ดีอดทน อดกลั้น เสียสละ ต้องมีคุณธรรม จริยธรรม เสียสละแสดง บทบาทอยู่ภายในกรอบและระเบียบต้องมีการแสวงหาความร่วมมือจากทุกภาคส่วน ต้องให้เกียรติและเคารพสิทธิของบุคคลอื่นมีทัศนคติที่ดีมีแนวคิดที่จะรักษา สัมพันธภาพต้องมีความรู้จากข้อมูลข่าวสารใหม่ๆ ในการพัฒนา โดยการแสวงหา ข้อมูลข่าวสารที่สำคัญและทันสมัยต้องยึดหลักข่าวสารที่สำคัญและมีประโยชน์ จำเป็นต้องเผยแพร่ต้องมีทักษะมีความจริงใจและเข้าใจในข่าวนั้นต้องมีจิตสำนึกและ หน้าที่ความรับผิดชอบต่อหน่วยมุ่งมั่นและจริงใจที่จะแก้ไขปัญหาต้องมีการศึกษา ข้อมูล วิเคราะห์สถานการณ์และแก้ไขปัญหาโดยยึดหลักความถูกต้องและเป็นธรรม

The research's objective is to study the trend of leadership of the chiefs of police provincial stations in KhonKaen Province and to elaborate the findings into the guideline for the sustainable development of the leadership of the police provincial stations' chiefs. Qualified as qualitative type, the researcher conducted an in-depth interview among 20 key informants comprising the chiefs of police provincial stations in KhonKaen Province. The data gained from the indepth interviews are classified for analyzing and synthesizing using the expressive strategies. The result is as follows:

Considering the leadership of the chiefs of the police stations, it is crucial that they must have the vision to modify the unit as well as developing it to always be modern with the ultimate goal in providing service to the public. Cooperation and understanding among the unit's members must be established. They are also required to acknowledge and share the same understanding in terms of the organization's vision. Furthermore, they need to behave themselves as role model in which they can do so by showing the sense of tolerance, sacrifice, and discipline. These chiefs should also seek cooperation from every sector concerned as well as respecting other individuals' honour and rights. Moreover, they need to be equipped with good attitude and capable of ideas to maintain their good ties with others. It is very crucial that, in terms of development, the chiefs need to gain their self-knowledge by researching from important and updated news and information. When they come across vital and beneficial news, they need to convey them to others on the basis of true understanding and honesty in those news. Apart from that, they need to be aware of their consciousness and responsibility towards their units. With their determination and commitment in solving problems, these chiefs are required to study the information, analyze the situation, and solve the complication on the basis of fairness and justice.
