บทคัดย่อ

บทความนี้ต้องการนำเสนอสถานะของการพัฒนาการศึกษาการนำนโยบายไปปฏิบัติ โดยผู้เขียนได้แบ่งโครงสร้างของบทความเป็น 3 ส่วน ได้แก่ ส่วนแรก กล่าวถึงพัฒนาการของการศึกษาการนำนโยบายไปปฏิบัติจากอดีตจนถึงปัจจุบัน โดยผู้เขียนใช้กรอบการมอง 2 ลักษณะได้แก่ 1) การมองพัฒนาการตามระยะเวลา โดยสำรวจว่าในแต่ละยุคของการศึกษาการนำนโยบายไปปฏิบัตินั้นมีบริบท โจทย์ของการศึกษา วิธีการศึกษา คุณูปการของการศึกษา และข้อวิจารณ์ของการศึกษาการนำนโยบายไปปฏิบัติในแต่ละยุค เพื่อให้ผู้อ่านเห็นภาพรวมของวิวัฒนาการของศาสตร์การนำนโยบายไปปฏิบัติ 2) การมองจากจักรวาลของความรู้ ซึ่งผู้เขียนนำแนวคิดของ Burell และ Morgan มาประยุกต์ใช้ในบริบทการศึกษาการนำนโยบายไปปฏิบัติ เพื่อตรวจสอบจุดยืนงานศึกษาและผลผลิต ซึ่งก็คือ แนวคิด ทฤษฎีเกี่ยวกับการนำนโยบายไปปฏิบัติส่วนที่สอง กล่าวถึงข้อสังเกตเกี่ยวกับการศึกษาการนำนโยบายไปปฏิบัติของนักวิชาการ และของผู้เขียน เพื่อที่จะขมวดให้เห็นภาพของการพัฒนาและข้อวิจารณ์ของการศึกษาการนำนโยบายไปปฏิบัติ ส่วนสุดท้าย กล่าวถึงการก้าวสู่ยุคต่อไปของการศึกษาการนำนโยบายไปปฏิบัติว่าควรจะมีการพัฒนาไปในลักษณะใดThis article would like present the Study of Policy Implementation‘s situation and this has been divided into three main parts. In the first part will talk about the Study of Policy Implementation from the past until present by utilize two main measures. 1) To study the developments of Chronology by survey in the each era of Study of Policy Implementation such as, context, theme, method, benefaction, and criticism. The purpose of Study of Policy Implementation in each era is to encourage the reader see the innovation of science for policy enforcement. 2) To study Universe of Knowledge by concentrated on Burall and Morgan ideologies to apply the Study of Policy Implementation. The purpose of this is to check the standpoint and the result that is the theory of implement policy.

In the second part it will concentrate on the Study of Policy Implementation by scholar and the author to summarize the over view of the development and criticizing the Study of Policy Implementation. Finally, it will talk about the next step of the Study of Policy Implementation by focus on what kinds of development should it be.
