Abstract

การจัดการภาครัฐกับการเสริมสร้างพลังอำนาจพลเมือง เป็นการนำแนวคิดของการจัดการภาครัฐมาศึกษาเปรียบเทียบระหว่างการจัดการภาครัฐแนวใหม่และการให้บริการภาครัฐแนวใหม่ว่ารูปแบบไหนจะสามารถเสริมสร้างพลังอำนาจของพลเมืองได้ยิ่งหย่อนกว่ากัน ซึ่งพบว่า การให้บริการภาครัฐแนวใหม่เสริมสร้างพลังอำนาจของพลเมืองได้ชัดเจนยิ่งกว่า ซึ่งเป็นเพราะตอบสนองความรู้สึกว่า องค์การภาครัฐเป็นของพลเมือง และต้องตอบสนองการให้บริการพลเมืองของรัฐโดยเสมอภาค ซึ่งสร้างพลังอำนาจให้พลเมือง ที่แตกต่างจากการจัดการภาครัฐแนวใหม่ที่เสริมสร้างพลังอำนาจพลเมืองโดยอำนาจซื้อบริการ อันลดทอนพลังอำนาจพลเมืองแบบเดิม ไปสู่พลังอำนาจแบบใหม่ที่ยืดหยุ่นกว่าเดิมPublic Management and Citizens Empowerment is the concept of public sector management study comparing with New Public Management and New Public Services for which kinds of public management is able to reinforce citizens empowerment much more, This Research found that New Public Services supported citizen empowerment clearer than New public management. These New Public Services had responsibility for citizen public services equally which empower to citizens. There is different from New public management that reinforce citizen empowerment by purchasing services, Reducing traditional citizen empowerment and developing new citizen empowerment more flexible than ever.
