ความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์

บทคัดย่อ

การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์ และเปรียบเทียบความคิดเห็นของประชาชนที่มีเพศ อายุอาชีพ และระดับการศึกษาที่ต่างกันและศึกษาความคิดเห็นเกี่ยวกับความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย อำเภอนามนจังหวัดกาฬสินธุ์ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ได้แก่ ประชาชนในเขตเทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์จาก 16 หมู่บ้าน รวมจำนวน 381 คน เครื่องมือที่ใช้ในการศึกษา คือ เกี่ยวกับการดำเนินงานตามหลักธรรมาภิบาลของ เทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ จำนวน 32 ข้อที่มีความเชื่อมั่นเท่ากับ .83 และแบบสอบถามเกี่ยวกับข้อเสนอแนะของประชาชนเป็นคำถามแบบปลายเปิด สถิติ วิเคราะห์ข้อมูล โดยหาค่าร้อยละ ค่าเฉลี่ย ความถี่ ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐาน โดยใช้ t - test (Independent-Samples t - test) และ F-test (One - way ANOVA)

ผลการวิจัยพบว่า

1. ระดับความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย จังหวัดกาฬสินธุ์ โดยรวมพบว่า อยู่ในระดับปานกลางและเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก 1 ด้าน คือ ด้านหลักนิติธรรมและอยู่ในระดับปานกลาง 5 ด้าน เรียงลำดับค่าเฉลี่ยจากมากไปน้อยดังนี้ด้านหลักคุณธรรม ด้านหลักการมีส่วนร่วม ด้านหลักความรับผิดชอบ ด้านหลักความคุ้มค่าและด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านหลักความโปร่งใส

2. เปรียบเทียบความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย จังหวัดกาฬสินธุ์ คือ การดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์ ตามความคิดเห็นของประชาชน โดยรวมและรายด้านพบว่า ประชาชนที่มีเพศ อายุ อาชีพ และระดับการศึกษาที่ต่างกันมีความคิดเห็นต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย ไม ่แตกต่างกันทางสถิติที่ระดับ .05

3. ความคิดเห็นของประชาชนต่อการดำเนินงานตามหลักธรรมาภิบาลของเทศบาลตำบลสงเปลือย อำเภอนามน จังหวัดกาฬสินธุ์ ตามความคิดเห็นของประชาชน คือการปฏิบัติหน้าที่ของผู้บริหารควรดำเนินการให้เป็นไปอย่างถูกต้องตามกฎหมาย พนักงานเทศบาลประพฤติตัวอยู่ในระเบียบวินัย เทศบาลควรมีการเปิดเผยข้อมูลข่าวสารและควรเปิดโอกาสให้ประชาชนมีส่วนร่วมในการเสนอแนวทางในการพัฒนาท้องถิ่นแก่เทศบาล มีความกระตือรือร้นในการแก้ไขปัญหาของท้องถิ่น และพนักงานเทศบาลใช้ทรัพยากรอย่างประหยัด

4. ความคิดเห็น ของประชาชนใน การนำไปใช้เห็น ควรให้มีการศึกษาเปรียบเทียบการดำเนินงานตามหลักธรรมาภิบาลเชิงคุณภาพระหว่างองค์กรปกครองท้องถิ่นที่อยู่ในพื้นที่ใกล้เคียงกัน เพื่อให้แต่ละองค์กรได้ตระหนักถึงความสำคัญในการบริหารจัดการองค์กรให้เป็นไปตามหลักธรรมาภิบาล

The objectives of this research were (1) to study the level of people’s opinions towards the good governance principles employed by Song Plueai Sub-District Municipality, Na Mon district, Kalasin province, (2) to compare the opinions of people who have different genders, ages, occupations, and educational levels, and (3) to study opinions of people towards the good governance principles employed by Song Plueai Sub-District Municipality, Na Mon district, Kalasin province. Samples were 381 people from 16 villages in the area of Song Plueai Sub-District Municipality, Na Mon district, Kalasin province. The instrument was a five-rating scale questionnaire with 32 items and reliability value of .83. The instrument also included an open-ended question asking about suggestions of the people. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test, and F-test.

The results of this research revealed the following:

1. The opinions of people towards the good governance principles employed by Song Plueai Sub-District Municipality, Na Mon district, Kalasin province were at the neutral level. When considering each section, it was found that the equity section was at the good level. Other five sections were at the neutral level. The five sections whose averages were sorted from the highest to the lowest consisted of the integrity section, the participation section, the accountability section, the cost effectiveness section, and the transparency section.

2. After comparing the opinions, it was found that the opinions of people who have different genders, ages, occupations, and educational levels were not significantly different.

3. Regarding the opinions of people towards the good governance principles employed by Song Plueai Sub-District Municipality, Na Mon district, Kalasin province, it was recommended that the administrators should carry out their duties in the right way according to the laws. The municipality employees should maintain the rules. The municipality should discover information and should provide the people with opportunity to participate in proposing guidelines for developing localities to the municipality. It should also be active in solving problems of localities. And the municipality employees should use resources economically.

4. Regarding suggestions for implementation, it was suggested that a qualitative study of the good governance principles employed by other local administrative organizations nearby should be conducted comparatively in order to raise their awareness of the significance of organization administration based on the good governance principles.
