แนวทางการพัฒนากระบวนการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลสร้างค้อ อำเภอภูพาน จังหวัดสกลนคร

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์1) เพื่อศึกษากระบวนการจัดทำแผนพัฒนาของ องค์การบริหารส่วนตำบลสร้างค้อ อำเภอภูพาน จังหวัดสกลนคร 2) เพื่อศึกษาแนว ทางการพัฒนากระบวนการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลสร้างค้อ อำเภอภูพาน จังหวัดสกลนคร ซึ่งประชากรและตัวอย่างที่ได้เลือกโดยเจาะจง (Purposive sampling) จำนวน 125 คน จำแนกเป็นบุคคลภายในองค์กร จำนวน 56 คน และบุคคลภายนอกองค์กร จำนวน 69 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามมาตราส่วนประเมินค่า ผู้วิจัยหาความเชื่อมั่น โดยนำ แบบสอบถามไปทดสอบกับตัวอย่าง ที่ไม่ใช่ตัวอย่างในการวิจัย แต่มีลักษณะ คล้ายคลึงกับตัวอย่างที่ศึกษา ซึ่งก็คือองค์การบริหารส่วนตำบลโพน อำเภอคำม่วง จังหวัดกาฬสินธุ์จำนวน 30 คน ได้นำมาวิเคราะห์หาค่าความเชื่อมั่นเป็นรายข้อ โดย หาค่าความเชื่อมั่น ทั้งฉบับด้วยวิธีการ Cronbach’ Alpha Coefficient ได้ค่าความ เชื่อมั่น 0.816 สถิติที่ในการวิเคราะห์ข้อมูล ใช้ค่าร้อยละ ค่า X, S.D.

ผลการวิจัย 1) กระบวนการวางแผนพัฒนาท้องถิ่นในภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.57 กระบวนการที่ดีที่สุด ได้แก่การกำหนดทางเลือกและการเลือก ทางเลือก มีค่าเฉลี่ยอยู่ในระดับมากที่สุดคิดเป็นร้อยละ 4.2 เมื่อพิจารณารายด้าน พบว่า การวางแผนหรือการจัดเตรียมการวางแผน มีค่าเฉลี่ยเท่ากับ 3.53 จัดอยู่ใน ระดับมาก จะเห็นได้ว่าองค์การบริหารส่วนตำบลสร้างค้อ มีการเตรียมความพร้อมใน เรื่องของการเตรียมการจัดทำแผนและสิ่งที่ควรปรับปรุงให้ดีขึ้น คือ ควรให้ผู้ที่มีความ เชี่ยวชาญในการวางแผนเป็นผู้ดำเนินการประชุม และจัดตั้งงบประมาณเพื่อใช้ในการ สนับสนุนการจัดทำแผน

2) แนวทางการพัฒนากระบวนการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหาร ส่วนตำบลสร้างค้อ อำเภอภูพาน จังหวัดสกลนคร มีวิธีการพัฒนากระบวนการจัดทำ แผนพัฒนาท้องถิ่น โดยการสร้างระบบการจัดการความรู้ ประกอบด้วย การพัฒนา กระบวนการจัดทำแผน องค์กรปกครองส่วนท้องถิ่นส่วนใหญ่ในการปฏิบัติงานตาม กระบวนการวางแผน คือ บุคลากรขาดความชำนาญในการปฏิบัติงาน การพัฒนา ปรับปรุงระบบการเก็บรวบรวมข้อมูลของทุกชุมชน การนำเทคโนโลยีสารสนเทศมาใช้ ในการเก็บรวบรวมข้อมูล และการสร้างระบบการติดตามประเมินผล เป็นระบบและมี มาตรฐาน และสามารถประเมินผลสำเร็จของโครงการได้ว่ามีความคุ้มค่าและเป็น ประโยชน์ต่อประชาชน การติดตามตรวจสอบโดยภาคประชาชน

This research aimed to 1) study the process of organisation development planning of Sang Kho Subdistrict Administration Organisation, Phu Phan, Sakon Nakorn, and 2) find any approaches to improve such process. The population and sample group thereof were selected by purposive sampling, a total of 125; 56 internal personnel and 69 external personnel. The tool used in data collection was a rating-scale questionnaire, which the researcher, to evaluate the reliability, had test upon a sample group, which was not the research sample group but shared some similarities therewith, or the Phon Subdistrict Administration Organisation, Kham Muang, Kalasin, of 30 in total, and then measure the reliability by conducting an item analysis, resulting in Cronbach’s Alpha Coefficient of the whole of 0.816. Statistics measures employed in data analysis were percentage, mean, and standard deviation.

Research Result: 1) The process of organisation development planning in overall was on a high level, average of 3.57; the best procedure was the procedure of defining and choosing alternatives, an average of 4.2% being the topmost. Analysing aspects, it was found that the planning and preparation was regarded as high on an average of 3.53. Thus, it could be seen that the Sang Kho Subdistrict Administration Organisation’s preparedness in preparing planning was not something it was short of, but the aspect needed improvement was that it should let experts in planning to conduct meetings and set the budgets to support the planning.

2) The developmental approaches to develop local development planning process of Sang Kho Subdistrict Administration Organisation, Phu Phan, Sakon Nakorn, involved the developmental approach to develop local development planning process by establishing knowledge management system, including the development of planning process, as in planning process of most of local administration organisations, the personnel thereof usually lacked of expertise to carry out such, the development and improvement of information collection system of every community, the utilisation of information technology to assist the collection of information, and the formation of monitoring and evaluation system, systemically and consistently, and be able to assess the success of projects on the criteria of worthiness and profitability to the people, public participation system.
