The Formation and Political Roles of the Thai Political Party Branches under the Constitution of the Kingdom of Thailand B.E. 2550

Abstract

การวิจัยครั้งนี้มีจุดประสงค์เพื่อศึกษา 1) การก่อตั้งสาขาพรรคการเมืองไทย 2) บทบาททางการเมืองของสาขาพรรคการเมืองไทย 3) ปัญหา อุปสรรคในการก่อตั้ง และบทบาททางการเมืองของสาขาพรรคการเมืองไทยภายใต้รัฐธรรมนูญแห่ง ราชอาณาจักรไทย พุทธศักราช 2550 4) ให้ข้อเสนอแนะในการก่อตั้งและบทบาท ทางการเมืองของสาขาพรรคการเมืองไทย

การวิจัยนี้ใช้ข้อมูลจากเอกสารและจากคณะกรรมการบริหารและสมาชิกสาขา พรรคการเมืองจำนวน 16 สาขาของพรรคการเมือง 4 พรรค จำนวน 28 คน เจ้าหน้าที่ กกต. (กลาง) และเจ้าหน้าที่กกต.ประจำจังหวัดจำนวน 6 คน รวมทั้งสิ้น 34 คน โดยการเลือกตัวอย่างแบบเจาะจง เครื่องมือวิจัยใช้แบบสัมภาษณ์ และ วิเคราะห์ข้อมูลเชิงพรรณนา

ผลการวิจัยพบว่า 1) สาขาพรรคการเมืองไทยส่วนใหญ่ตั้งขึ้นให้ครบเกณฑ์ตาม เงื่อนไขของกฎหมาย เพื่อให้พรรคสามารถดำเนินกิจกรรมทางการเมืองได้ โดยเฉพาะ อย่างยิ่งเกี่ยวกับการเลือกตั้ง 2) สาขาพรรคการเมืองไทยส่วนใหญ่ได้ดำเนินบทบาท ทางการเมืองที่สำคัญหลายบทบาท แต่บางสาขาพรรคได้ดำเนินบทบาทเฉพาะในวัน ประชุมใหญ่สามัญประจำปีสาขาพรรคเพียงอย่างเดียว 3) ปัญหา อุปสรรคในการ ก่อตั้งสาขาพรรคการเมืองไทย คือ ความไม่พร้อมในด้านเงินทุนและสมาชิกพรรค สำหรับปัญหา อุปสรรคในการดำเนินบทบาททางการเมืองของสาขาพรรคการ เมืองไทย คือ ขาดแคลนเงินทุนในการดำเนินงาน การไม่ได้รับความสนับสนุนจาก สำนักงานใหญ่ รวมทั้งกฎหมาย ระเบียบและประกาศของกกต.ยังไม่ส่งเสริมการ ดำเนินกิจกรรมของสาขาพรรค 4) ข้อเสนอแนะในการก่อตั้งและดำเนินบทบาททาง การเมืองของสาขาพรรคการเมืองไทย คือ สำนักงานใหญ่ควรให้การสนับสนุนแก่ สาขาพรรคที่ก่อตั้งขึ้นให้มีความพร้อมทางการเงิน บุคลากร รัฐและ กกต. ต้องให้ ความสนับสนุนในการก่อตั้งสาขาพรรค โดยต้องปรับปรุงข้อกฎหมายให้เอื้อต่อการ ดำเนินกิจกรรมทางการเมืองของสาขาพรรคที่เปิดโอกาสให้สมาชิกพรรคและ ประชาชนให้เข้ามามีส่วนร่วมทางการเมืองอย่างกว้างขวางโดยความสมัครใจ มีอิสระ ตามความต้องการที่แท้จริงของตนเอง

The objectives of this research were to study: 1) the formation of branches of Thai political parties under the Constitution of the Kingdom of Thailand B.E. 2550; 2) the roles of those branches; 3) related problems and obstacles; and 4) recommendations to overcome those problems.

This was a qualitative research based on documentary research and interviews with 34 key informants, selected through purposive sampling, consisting of 28 people who were members or executive committee members of 16 branches of 4 political parties (Democrat, Bhumjaithai, For Heaven and Earth, and Matubhum) and 6 people who were officials of the Office of the Election Commission of Thailand or provincial election committees. Data were analyzed descriptively.

The results showed that: 1) Most of the branches of political parties were established properly according to the conditions set in the law so that they could undertake political activities, especially electionrelated activities. 2) The branches performed several roles, but the branch of the Matubhum Party was only active in its role on the day of the party’s national referendum. 3) The main problems with the formation of party branches were a lack of funding and a shortage of members. The main obstacles to their political roles were insufficient funding for their operations, lack of support from the party, and some of the Election Commission of Thailand rules and regulations that do not support the branches’ activities. 4) Recommendations for solving these problems are to have the political parties provide enough funding and personnel for all their branches and to have the government and the Election Commission of Thailand revise the relevant laws and rules to facilitate the political role of party branches, enabling party members, citizens to voluntarily participate more fully and freely in political activities.
