Development Services to Traditional Thailand Medicine, a Case Study For Tombol Health Promoting Hospital in Muang Kalasin, Kalasin

Abstract

การศึกษาวิจัยในครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาสภาพการบูรณาการ การให้บริการ การแพทย์แผนไทยให้เข้ากับการแพทย์แผนปัจจุบัน อย่างเหมาะสม เพื่อศึกษาปัญหาอุปสรรค ในการจัดบริการการแพทย์แผนไทย ในโรงพยาบาลส่งเสริมสุขภาพตำบล ตลอดจน เพื่อศึกษาแนวทางการพัฒนาการให้บริการการแพทย์แผนไทย ในโรงพยาบาลส่งเสริมสุขภาพตำบล วิธีในการดำเนินการวิจัย การวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้ให้บริการ คือเป็นบุคลากรสาธารณสุข ผู้ให้บริการด้านการแพทย์แผนไทย และการแพทย์แผนปัจจุบันจากโรงพยาบาลส่งเสริมสุขภาพ ที่คัดเลือก จากผลการจัดระดับการให้บริการ ด้านการแพทย์แผนไทย ในโรงพยาบาลส่งเสริมสุขภาพ โดยคัดเลือกมา จำนวน 4 แห่ง สัมภาษณ์ บุคลากรกลุ่มเป้าหมายผู้ให้ข้อมูล จำนวน 38 คน

ผลการวิจัย พบว่า แนวทางการพัฒนาการให้บริการ การแพทย์แผนไทย ในโรงพยาบาลส่งเสริมสุขภาพตำบล ในด้านนโยบาย ผู้บริหารของหน่วยงานจะต้องมีวิสัยทัศน์ในการ กำหนดนโยบาย ดำเนินงาน และสามารถที่จะถ่ายทอดแนวคิดและหลักการ ทั้งการแพทย์แผนไทย ไปยังผู้ปฏิบัติและสื่อสารนโยบายที่ชัดเจน ในด้านการพัฒนาบุคลากรสาธารณสุข พบว่า ความพร้อมของบุคลากรทางด้านการแพทย์แผนไทยมีความจำเป็น และ จะต้องมีการพัฒนาบุคลากรการแพทย์แผนปัจจุบัน ให้ความรู้ ความเข้าใจด้านแนวคิดของการแพทย์แผนไทย และต้องสร้างการยอมรับ การพัฒนา นำการแพทย์แผนไทย บูรณาการเข้ากับการแพทย์แผนปัจจุบัน และมีการพัฒนาความรู้ด้านการแพทย์แผนไทย อย่างต่อเนื่อง ด้านของการบริการระบบเวชภัณฑ์แพทย์แผนไทย พบว่ายังมีไม่เพียงพอ ในการให้บริการ ด้านการวินิจฉัยโรคและรักษาโรค ทั้งแพทย์แผนไทย และแพทย์แผนปัจจุบัน จะต้องกำหนดแนวทางวินิจฉัย และกระบวนการรักษาร่วมกัน และกำหนดช่องทางส่งต่อระหว่างกันอย่างชัดเจน โรค หรือกลุ่มอาการที่บำบัดรักษาได้ดี ด้วยการแพทย์แผนไทย หรือโรคหรือกลุ่มอาการที่ ใช้การบำบัดรักษา ทั้งการแพทย์แผนไทย และแผนปัจจุบัน สำหรับการบูรณาการด้านการแพทย์แผนไทย กับแผนปัจจุบัน พบว่า ถึงแม้จะใช้ทฤษฏีในการ บำบัดรักษาโรคต่างกัน ก็สามารถบูรณาการ เข้ากันได้ ทั้งในมิติของการสร้างเสริมสุขภาพ การป้องกันโรค การรักษาพยาบาล และการฟื้นฟูสภาพ สำหรับข้อเสนอแนะในการดำเนินงาน ผู้บริหารควรให้ความสำคัญกับการพัฒนาการแพทย์แผนไทย โดยเน้นการบูรณาการเข้ากับการแพทย์แผนปัจจุบัน และกำหนดนโยบายในการดำเนินงานอย่างชัดเจน ควรมีการสรรหาบุคลากรด้านการแพทย์แผนไทย ไปปฏิบัติงานในโรงพยาบาลส่งเสริมสุขภาพตำบล มีการกำหนดภาระงานแพทย์แผนไทยและกำหนดมาตรฐานการปฏิบัติงาน ด้านการแพทย์แผนไทย CPG ของแต่ละโรงพยาบาลส่งเสริมสุขภาพตำบล ตามศักยภาพ อย่างชัดเจน มีการพัฒนาบุคลากรสายงานแพทย์แผนปัจจุบัน และการแพทย์แผนไทยที่ปฏิบัติงานในโรงพยาบาลส่งเสริมสุขภาพตำบล อย่างต่อเนื่องมีการกำหนดนโยบายด้านการใช้ยาสมุนไพร และระบบรายการยา สมุนไพร ในโรงพยาบาลส่งเสริมสุขภาพตำบลมากขึ้น และสนับสนุนงบประมาณ เพื่อการจัดซื้อเวชภัณฑ์มากขึ้น เช่นกันด้วย จึงจะสามารถสนับสนุนการพัฒนา การบูรณาการการให้บริการการแพทย์แผนไทย กับแผนปัจจุบัน ได้อย่างเหมาะสม และต่อเนื่อง

The Purposes of this study were 1) To Study the integration of Thai traditional medicine services Plan to the modern medicine appropriately. 2) To the problems operating Thai traditional medicine in Tombol health Promoting hospital. 3) To study the development services to Thai traditional medicine. Ways of doing research, This research is a qualitative research study data were collected by interviewing the provider, that is a health officials service from The Thai traditional medicine and modern medicine of Tombol Health Promoting hospital. A sample selected from the alignment the development of standard Tombol Health Promoting hospital operating to Thai traditional service, selected 4 Tombol Health Promoting hospital , of the 38 case were included a sample. The data was analyzed using by Content analysis and Synthesis

The results indicated that Intigration Thai Traditional Medicine in the management policy of the agency to have a vision for policy implementation and ability to convey concepts and principles Thai Traditional Medicine to practitioners, and communicate a clear the policy. In the development of health personnel found that the availability of medical personnel Thai traditional medicine plans are needed and will require the development of modern medicine to people understanding the concept of medical Thai traditional and to build recognition. Aspects of the service supplies medical Thai traditional medicince were found that there is still not enough of service.
