Approach to Improve Local Tax Collection Process of Khamcha-I Subdistrict Administrative Organization, Khamcha-I, Mukdahan

Abstract

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษากระบวนการการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอีเพื่อศึกษาปัญหาของกระบวนการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอี และเพื่อหาแนวทางการปรับปรุงกระบวนการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอีอำเภอคำชะอี จังหวัดมุกดาหารข้อมูลที่ใช้ในการศึกษาได้จากการเก็บข้อมูล 3 ส่วน คือ 1) ข้อมูลทุติยภูมิจากการศึกษาตามคู่มือปฏิบัติงานเกี่ยวกับกระบวนการจัดเก็บภาษี เพื่อให้ได้กระบวนการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอี 2) ข้อมูลปฐมภูมิจากแบบสอบถามบุคคลภายนอกองค์กรได้แก่ประชาชนผู้เสียภาษี จำนวน 209 คน3) ข้อมูลปฐมภูมิจากการประชุมระดมสมองบุคลากรภายในองค์กร จำนวน 13 คน

ผลการศึกษาพบว่า กระบวนการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอี ปัจจุบันได้ดำเนินการตามหนังสือคู่มือปฏิบัติงานเกี่ยวกับกระบวนการจัดเก็บภาษี ในเรื่องปัญหาการจัดเก็บภาษีทั้ง 3 ขั้นตอนสรุปได้ดังนี้ ขั้นเตรียมการจัดเก็บภาษี การประชาสัมพันธ์ของเทศบาลตำบลคำชะอียังมีน้อย ไม่เข้าถึงประชาชน การปฏิบัติงานของเจ้าหน้าที่ไม่เป็นไปตามแผนปฏิบัติการจัดเก็บภาษีที่กำหนดไว้ การจัดเตรียมเอกสารแบบพิมพ์จัดทำไว้เพียงบางส่วน และเกิดความผิดพลาดในการตรวจสอบทะเบียนรายชื่อผู้มีหน้าที่เสียภาษีขั้นดำเนินการจัดเก็บภาษีผู้เสียภาษีบางส่วนไม่ทราบกำหนดระยะเวลาในการยื่นแบบแสดงรายการเพื่อเสียภาษี ผู้เสียภาษีไม่ทราบขั้นตอนแนวทางการปฏิบัติเมื่อไม่พอใจในการประเมินภาษีของเจ้าหน้าที่ ผู้เสียภาษีหลีกเลี่ยงภาษีเนื่องจากมองว่าจัดเก็บภาษีซ้ำซ้อน ขั้นเร่งรัดการจัดเก็บภาษี เจ้าหน้าที่ผู้ปฏิบัติงานด้านการจัดเก็บภาษีไม่กล้าปฏิบัติตามระเบียบ กฎหมายกับผู้ค้างชำระภาษี อิทธิพลทางการเมืองท้องถิ่นอาจทำให้ประชาชนมีทัศนคติทางลบต่อผู้นำท้องถิ่นส่งผลให้เจ้าหน้าที่ผู้ปฏิบัติงานหลีกเลี่ยงข้อขัดแย้งดังกล่าว จึงทำให้การปฏิบัติงานไม่ เกิดความเป็นธรรม

ส่วนแนวทางการปรับปรุงกระบวนการจัดเก็บภาษีท้องถิ่นของเทศบาลตำบลคำชะอี อำเภอคำชะอี จังหวัดมุกดาหาร พอสรุปได้ว่า เทศบาลตำบลคำชะอีต้องเพิ่มช่องทางการประชาสัมพันธ์ให้ทั่วถึง สร้างความรู้ความเข้าใจให้กับผู้เสียภาษี จัดเตรียมแบบพิมพ์เอกสาร และเจ้าหน้าที่ให้เพียงพอแก่การดำเนินการ โดยเจ้าหน้าที่ผู้ปฏิบัติงานต้องเพิ่มความละเอียด รอบคอบในการตรวจสอบทะเบียนรายชื่อผู้เสียภาษี เทศบาลตำบลคำชะอีต้องมีการเสริมสร้างศักยภาพการปฏิบัติงานของเจ้าหน้าที่โดยการจัดส่งเจ้าหน้าที่ไปอบรมเพื่อเพิ่มความรู้ และมีการนำเอาเทคโนโลยีมาใช้เพื่ออำนวยความสะดวกในการปฏิบัติงาน

Staff workers collecting not follow the rules. Law on the unpaid tax. Local political influence can cause people to have negative attitudes towards local leaders. As a result, the workers avoid such conflicts. The operation can not be fair.
