บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมของการท่องเที่ยวจังหวัดอุบลราชธานีและเพื่อพัฒนายุทธศาสตร์สำหรับการพัฒนาการท่องเที่ยวของจังหวัดอุบลราชธานีสู่การเป็นเมืองท่องเที่ยวสำหรับผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ โดยใช้วิธีการวิจัยแบบผสมผสานตามแนวทางการวิจัยนโยบาย กลุ่มตัวอย่างประกอบด้วยนักท่องเที่ยวผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ ประชาชนในแหล่งท่องเที่ยว ผู้ประกอบการธุรกิจด้านการท่องเที่ยว และผู้ดูแลแหล่งท่องเที่ยวในจังหวัดอุบลราชธานี ตัวแทนหน่วยงานภาครัฐและภาคเอกชนที่เกี่ยวข้องกับการท่องเที่ยว ใช้เทคนิคการสุ่มตัวอย่างแบบบังเอิญ รวบรวมข้อมูลด้วยแบบสอบถาม แบบสำรวจ แบบประเมิน และแบบสัมภาษณ์
ผลการศึกษาพบว่า จังหวัดอุบลราชธานีมีความพร้อมของแหล่งท่องเที่ยวเพื่อรองรับนักท่องเที่ยวผู้พิการทางการเคลื่อนไหวและผู้สูงอายุอยู่ในระดับปรับปรุง จากการวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และอุปสรรค สามารถวิเคราะห์และสังเคราะห์ยุทธศาสตร์เพื่อการพัฒนาการท่องเที่ยว 4 ด้าน ได้แก่ ยุทธศาสตร์ที่ 1 การยกระดับมาตรฐานแหล่งท่องเที่ยวเชิงวัฒนธรรมเพื่อการท่องเที่ยวสำหรับนักท่องเที่ยวผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ ยุทธศาสตร์ที่ 2 การยกระดับมาตรฐานคุณภาพการบริการทางการท่องเที่ยวเพื่อรองรับการท่องเที่ยวของนักท่องเที่ยวผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ ยุทธศาสตร์ที่ 3 การส่งเสริมการมีส่วนร่วมของชุมชนเพื่อพัฒนาสู่การเป็นเมืองท่องเที่ยวของผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ และยุทธศาสตร์ที่ 4 การสร้างภาพลักษณ์การท่องเที่ยวเพื่อนักท่องเที่ยวผู้พิการทางการเคลื่อนไหวและผู้สูงอายุ
