บทคัดย่อ
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพที่มีวัตถุประสงค์หลักเพื่อศึกษาแนวทางการส่งเสริมการท่องเที่ยวโดยใช้อากาศยานขนาดเล็กเป็นพาหนะในแถบฝั่งทะเลอันดามัน เพื่อให้บรรลุวัตถุประสงค์ 2 ข้อ คือ 1) ข้อจำกัดอันได้แก่ ปัญหาและอุปสรรคที่จะเกิดขึ้นกับธุรกิจการใช้อากาศยานขนาดเล็กเพื่อการท่องเที่ยวมีสาเหตุมาจากอะไรบ้าง และควรแก้ไขอย่างไร และ 2) องค์ประกอบทางการท่องเที่ยวที่เหมาะสมต่อการส่งเสริมการท่องเที่ยวที่ใช้อากาศยานขนาดเล็กเป็นพาหนะในแหล่งท่องเที่ยวแถบฝั่งทะเลอันดามันควรเป็นแบบใด โดยใช้เครื่องมือทางธุรกิจ Value Chain และ PESTEL Analysis มาเป็นแนวคิดหลักในการสังเคราะห์ข้อมูล ผลการศึกษาพบว่า ปัญหาในการส่งเสริมการท่องเที่ยวโดยใช้อากาศยานขนาดเล็กแถบฝั่งทะเลอันดามัน ได้แก่ ปัญหาด้านการลงทุนบุคลากร ด้านโครงสร้างพื้นฐาน ด้านความปลอดภัยของยานพาหนะและนักท่องเที่ยว ด้านพฤติกรรมของนักท่องเที่ยว และด้านการจัดการตารางและเส้นทางการบิน ในส่วนของอุปสรรคในการส่งเสริมการท่องเที่ยวประเภทนี้ ได้แก่ อุปสรรคด้านกฎหมาย ด้านกฎระเบียบข้อบังคับ ด้านผลกระทบต่อชุมชนสังคม และด้านสภาพภูมิอากาศและสิ่งแวดล้อม ปัญหาและอุปสรรคดังที่กล่าวมานั้น หากสังเคราะห์ผ่านเครื่องมือทางธุรกิจ (Value Chain และ PESTEL Analysis) แล้ว พบว่า ปัญหาและอุปสรรคเป็นตัวนำทางให้ธุรกิจ ประสบความสำเร็จ ปัญหาและอุปสรรคเป็นตัวเชื่อมโยงให้เกิดความร่วมมือกันของหน่วยงานทุกภาคส่วนและธุรกิจอากาศยานขนาดเล็ก มีโอกาส ขับเคลื่อนเพื่อส่งเสริมการท่องเที่ยว ภายใต้ข้อจำกัดต่าง ๆ ในอนาคตได้
