The ITA of NACC “Assessment Tools” for the Corruption Conquest A Case Study of the Local Administrative Organizationin Chiang Rai

Abstract
The Integrity and Transparency Assessment (ITA) project on the performance of government agencies approved by the National Anti-Corruption Commission (ONACC) was officially launched on April 25, 2014 as the assessment tools to conquer the corruption conquest as well as to apply for protecting and resolving any corruption problems in the government agencies. ITA according to five indices for an assessment framework, the scores in each part were assessed, then they were evaluated again in order to summarize and release the agency’s virtue and transparency rankings for the agencies that got the assessment.
The Local Administrative Organization were inspected by this project. According to the object emphasizing on the corruption resolution in the government agencies, this article needed to “Evaluate” that the assessment could not actually assess the integrity and transparency. The author, as an assessor, explored some obstacles from the assessment during the operation in the responsible areas. The usage of “Language” for the questionnaire, a part of the assessment tool for people who received a service and had contacted the government agencies, was another provable obstacle because the in-depth questions and officialese or complicated language brought some people the incomprehension and to provide answers that did not match a reality. Also that the evaluation was mainly based on the document assessment was improper for the integrity and transparency assessment because of a wrong interpretation that was emphasized on the scores instead of the awareness of actual morality and transparency in the agencies. Moreover, ITA in the Local Administrative Organization was lacking in continuity and occurred every other year instead of assessing in every year. It might bring no actual development and improvement of the organizations. Therefore, this article explored that the assessment could not reflect the genuine integrity and transparency in the government agencies
