ปัญหาและแนวทางการบริหารจัดการโครงการส่งเสริมคุณภาพการศึกษา ของโรงเรียนตำรวจตระเวนชายแดน สังกัดกองกำกับการตำรวจตระเวนชายแดนที่ 31 ในพื้นที่จังหวัดพิษณุโลก

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมาย เพื่อศึกษาปัญหาและแนวทางในการบริหารจัดการโครงการส่งเสริมคุณภาพการศึกษาของโรงเรียนตำรวจตระเวนชายแดน สังกัดกองกำกับการตำรวจตระเวนชายแดนที่ 31 ในพื้นที่จังหวัดพิษณุโลก จำนวน 7 ด้าน คือ ด้านการวางแผน ด้านการจัดองค์กร ด้านการจัดคนเข้าทำงาน ด้านการสั่งการ ด้านการประสานงาน ด้านการรายงานผลการปฏิบัติงาน และด้านงบประมาณ ในการดำเนินงานโครงการส่งเสริมคุณภาพการศึกษาของโรงเรียนตำรวจตระเวนชายแดน 7 กิจกรรม ได้แก่ 1) การพัฒนาประสิทธิภาพการจัด การเรียนการสอนของครู 2) การปรับปรุงอาคาร สถานที่ และสิ่งแวดล้อม 3) การจัดหาวัสดุ อุปกรณ์ และสื่อการเรียนการสอน 4) กิจกรรมสัมพันธ์ชุมชน 5) การจัดการเรียนการสอนร่วมหลักสูตร และการบูรณาการ การเรียนการสอนกับโครงการพระราชดำริฯ 6) จัดการเรียนการสอนทางไกลจากโรงเรียนไกลกังวล อำเภอหัวหิน จังหวัดเพชรบุรี และ 7) จัดห้องสมุดให้เป็นที่สำหรับการศึกษาค้นคว้าของนักเรียนและชุมชน ประชากรที่ศึกษา คือ ครูใหญ่โรงเรียนตำรวจตระเวนชายแดนและครูผู้รับผิดชอบโครงการส่งเสริมคุณภาพการศึกษาของโรงเรียนตำรวจตระเวนชายแดน สังกัดกองกำกับการตำรวจตระเวนชายแดนที่ 31 ในพื้นที่จังหวัดพิษณุโลก ซึ่งเป็นผู้ให้ข้อมูลสำคัญ จำนวน 8 คน เครื่องมือในการเก็บรวบรวมข้อมูลคือ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้วิธีการวิเคราะห์เนื้อหาแบบลงข้อสรุป

ผลการวิจัยสรุปได้ว่า โรงเรียนตำรวจตระเวนชายแดนในเขตพื้นที่จังหวัดพิษณุโลก มีปัญหาในการดำเนินงานโครงการส่งเสริมคุณภาพการศึกษาของโรงเรียน จำนวน 6 ด้าน คือ ด้านการวางแผน โรงเรียนขาดการวางแผนในการดำเนินงานโครงการ ด้านการจัดคนเข้าทำงาน โรงเรียนมีจำนวนบุคลากรไม่เพียงพอในการปฏิบัติงาน ประกอบกับบุคลากรส่วนใหญ่ไม่ได้สำเร็จการศึกษาในระดับปริญญาตรีและไม่มีวุฒิทางด้านการศึกษา จึงทำให้ปฏิบัติงานไม่สอดคล้องกับความรู้ความสามารถของตนเอง ด้านการสั่งการ ครูใหญ่ไม่มีอำนาจในการสั่งการ ต้องได้รับอนุญาตและรอผลการสั่งการจากกองกำกับการตำรวจตระเวนชายแดนที่ 31 จึงจะสามารถปฏิบัติงานได้ การประสานงาน เนื่องจากโรงเรียนอยู่ห่างไกล และอุปกรณ์การสื่อสารไม่เอื้ออำนวยการในการติดต่อประสานงาน จึงต้องประสานงานผ่านทางกองกำกับการตำรวจตระเวนชายแดนที่ 31 ด้านการรายงานผลการปฏิบัติงาน มีการรายงานผลการปฏิบัติงานด้วยวาจาต่อผู้บังคับบัญชาตามสายการบังคับบัญชา แต่ยังขาดการรายงานผลการปฏิบัติงานเป็นลายลักษณ์อักษร ด้านงบประมาณ โรงเรียนตำรวจตระเวนชายแดนขาดงบประมาณสนับสนุนในการดำเนินงานในทุกกิจกรรม แนวทางการบริหารจัดการ คือ ควรมีการวางแผนการดำเนินโครงการ ควรจัดให้บุคลากรที่มีวุฒิการศึกษามาปฏิบัติหน้าที่เกี่ยวกับการจัดการศึกษาในโรงเรียน หน่วยงานต้นสังกัดควรให้อำนาจครูใหญ่ในการสั่งการภายในโรงเรียน การติดต่อประสานงานควรประสานผ่านกองกำกับการตำรวจตระเวนชายแดนเพื่อความสะดวกและรวดเร็วในการปฏิบัติงาน ควรมีการรายงานผลการปฏิบัติงานที่เป็นลายลักษณ์อักษรให้ผู้บังคับบัญชาทราบ และควรจัดสรรงบประมาณในการดำเนินงานให้แก่ทางโรงเรียนเพื่อความสะดวกในการปฏิบัติงานให้มีประสิทธิภาพ

Problems and guidelines of application for educational quality promotion project of border patrol police schools under the border patrol police headquarters 31 in  Phitsanulok province

This research aims to study the problems and guidelines of Application for educational  quality promotion project of Border Patrol Police  Schools under the Border Patrol Police Headquarters 31 in Phitsanulok Province in 7 aspects: planning,organizing,staffing,directing,coordinating,reporting and budgeting for educational quality promotion project of border patrol police school in 7 activity for example. 1) Efficiency arrangement development instruction education of a teacher.2) Building adaptation, place, and the environment. 3) The arrangement seeks the inventory equipment and the instructional media.4) The activity is related to the community. 5) The administration studies the instruction shares the course and something the integration , instruction education and royal thought or idea project. 6) Manage study long distance instruction of Kai Kangvon school in amphur Huahin Phetchburi province. 7) very a library to that for the research of a student and the community. Thecontrol population is headmaster and responsible man for educational quality promotion project of Border atrol Police Schools 8 keyinformants. A tool in the saving collects the data were interviewed and content  analysis was used for conclusion.

The study concluded of the border patrol police school in Phitsanulok province have a  problems for educational quality promotion project in 6 aspects : The school torn planning in operating project. There is personnel not enough amount in work practice. The majority personnel no graduate in bachelor's degree level and have no the seniority of the education. The headmaster has no the power in commanding must permitted and wait for commanding of the border patrol police headquarters 31. The school stays far, and the communication tool doesn't provide something in the connection coordinates activities. Have no practice work report in writing and have no the budget in operating.Administration trend manages be  supposed to laying plans proceeds the project, should very give the personnel who have the educational background comes to perform one's duty about the administration studies in the school, should authorize a headmaster in commanding, the connection coordinates activities should join to change a stack controls something the border patrol police headquarters 31 for the convenience and fast in work practice, be supposed to practice work report in writing give an immediate superior knows, and should allocate the budget in operating to school way for the convenience in work practice have the efficiency.
