บทคัดย่อ

บทความนี้มีวัตถุประสงค์เพื่ออธิบายปัญหาการบริหารงานยุติธรรมทางอาญาต่อการปฏิบัติงานแก้ไขฟื้นฟูผู้ต้องขังสูงอายุ เพื่อศึกษาหลักการผสานรอยต่อจากเรือนจำสู่ชุมชน และเพื่อเสนอแนวทางการผสานรอยต่อจากเรือนจำสู่ชุมชนสำหรับผู้ต้องขังสูงอายุ ซึ่งจากการทบทวนแนวคิดการแก้ไขฟื้นฟูที่ควรมุ่งเน้นการประสานงานทุกภาคส่วนอย่างบูรณาการครอบคลุมทั้งในเรือนจำและนอกเรือนจำ นำไปสู่การสรุปองค์ประกอบหลักต่อการหวนคืนสู่สังคมที่สำเร็จ 4 องค์ประกอบสำคัญ องค์ประกอบแรกคือการจัดการรายกรณีอย่าง บูรณาการ เข้าใจความเสี่ยงและความต้องการเฉพาะ ติดตามสอดส่องผู้ต้องขังสูงอายุเมื่อได้รับการปล่อยตัว องค์ประกอบที่สองคือการวางแผน ช่วยเหลือผู้ต้องขังสูงอายุและครอบครัวในการเตรียมความพร้อมก่อนปล่อยและการหวนคืนสู่ชุมชน องค์ประกอบที่สามคือการประสานงานโดยอาศัยความร่วมมือทุกภาคส่วนให้บริการผู้ต้องขังสูงอายุทั้งในและนอกเรือนจำ องค์ประกอบที่สี่คือการให้บริการที่จำเป็นต้องอาศัยความรู้พัฒนาคุณภาพบริการทั้งในด้านที่อยู่อาศัย ด้านสุขภาพ ด้านสภาวะทางอารมณ์ ด้านการเงิน ด้านการบำบัดสารเสพติด ด้านครอบครัวและด้านการมีส่วนร่วมในชุมชน
