Evaluation of Economic and Social Outcome and Impact from Science and Technology Development of NSTDA

Abstract

National Science and Technology Development Agency (NSTDA) wish to indicate our sustainable benefits to Thai economy and society.  Therefore, we have studied methods to evaluate outcome and impact of our operation and developed an evaluation manual.  We use the logic model to analyze each project before surveying outcome benefits derived by our target groups.  We then propose a counterfactual scenario to evaluate the value added by comparing situations before and after project implementation.  Next, we estimate NSTDA’s attribution to the project and submit the results through the screening and verifying process.  Since the 2013 budget year, NSTDA operation has resulted in the yearly outcome of more then ฿18 billions, roughly 3.8 times the NSTDA expenses.
