Mapping the Policy Networks for Early Childhood Development in Rayong Education Sandbox: An Institutional Perspective
การจัดทำแผนที่เครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยในเขตพื้นที่ นวัตกรรมการศึกษาจังหวัดระยอง : มุมมองเชิงสถาบัน

บทความวิจัยฉบับนี้มีวัตถุประสงค์เพื่อนำเสนอผลการศึกษาการจัดทำแผนที่เครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยในเขตพื้นที่นวัตกรรมการศึกษาจังหวัดระยอง ผู้วิจัยใช้วิธีการวิจัยเชิงคุณภาพ โดยการเก็บรวบรวมข้อมูลด้วยวิธีการ ได้แก่ การสัมภาษณ์แบบเจาะลึก การสัมภาษณ์แบบสนทนากลุ่ม และการสังเกตการณ์แบบมีส่วนร่วม จากผู้ให้ข้อมูลที่สำคัญในพื้นที่ ซึ่งผู้วิจัยได้เลือกใช้กรอบการวิเคราะห์สถาบันและการพัฒนา (Institutional analysis and development framework) ในการศึกษาครั้งนี้ ผลการศึกษาพบว่า จังหวัดระยองมีการพัฒนาเครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นอย่างเป็นทางการภายหลัง พ.ศ. 2560 โดยพบว่าเครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยของจังหวัดระยองมีหลายระดับ ศูนย์กลางการตัดสินใจหลายแห่ง มีรูปแบบโครงสร้างของเครือข่ายแบบคณะกรรมการระดับจังหวัดถึงสามคณะ ทั้งจากภาครัฐ ภาคเอกชน องค์กรปกครองส่วนท้องถิ่น และประชาสังคม โดยมีที่มาของอำนาจในการจัดตั้ง และองค์ประกอบของคณะกรรมการที่แตกต่างกันตามกฎหมาย นอกจากนี้ยังพบว่าเครือข่ายดังกล่าวมีการทับซ้อนกันของอำนาจหน้าที่ พื้นที่รับผิดชอบ และองค์ประกอบของคณะ กรรมการที่มาจากส่วนราชการระดับจังหวัด
