Mapping the Policy Networks for Early Childhood Development in Rayong Education Sandbox: An Institutional Perspective

Abstract

This research paper aims to present the results of a regional policy network for early childhood development of local governments in the Rayong education sandbox. In this study, the researchers used qualitative approaches by collecting data in various ways, including in-depth interviews, focus group interviews, and participant observations from key local informants.

The results showed that Rayong province officially developed a policy network for early childhood development of local governments after 2017, finding that Rayong's early childhood development policy network was multi-level governance with several decision-making centers. Also, it has a structured model of a joint commission network between the public and private sectors, up to three committees at the provincial level with the origin of the establishment powers and the composition of the committees that differ according to the law.

However, the researchers found that the network overlapped authority and areas of responsibility, including several board position holders whose center of network management was at the provincial level—led by the provincial office for local administration. The author found that rules are critical institutional factors that influence structure and policy determination and interactions between those involved in the policy network for early childhood development of the local government in Rayong province.
