Guidelines for the use of digital technology to promote administrative efficiency in the New-Normal era of schools under the Office of the Primary Educational Service Area, Ratchaburi Province

Abstract

Abstract

The objectives of this research were to 1) explore the guidelines for using digital technology to enhance administration efficiency in the New-Normal of schools; 2) determine the current situation and desirable conditions for using digital technology to enhance administration efficiency in the New-Normal of schools; 3) compare the current situation and desirable conditions of using digital technology to enhance administration efficiency in the New-Normal of schools by school sizes; and 4) examine the guidelines for using digital technology to enhance administration efficiency in the New-Normal of schools under the Office of the Primary Educational Service Area, Ratchaburi Province. The samples were 181 schools under the Office of the Primary Educational Service Area, Ratchaburi Province. Two informants from each school were one school administrator and one teacher responsible for digital technology, totaling 362 who participated in the study. The stratified random sampling techniques were used to select the samples. The instruments were a five-rating scale questionnaire with a reliability of 0.98, and the focus group field notes. The statistics for data analysis included frequency distribution, percentage, mean, standard deviation, and the Analysis of Needs Index and the Analysis of Variance. The data were tested to compare each using Scheffe’s method, and the use of content analysis.

          The research findings were as follows:

  1.   The guidelines for using digital technology to enhance administration efficiency in the New Normal of schools comprised of 4 domains as follows; 1) academic administration, 2) budget management, 3) personnel management, and 4) general administration. 
  2. The current situation of using digital technology to enhance administration efficiency in the New-Normal of schools under the Office of the Primary Educational Service Area, Ratchaburi Province overall was moderate level. When considering each aspect, it was found the average of two aspects was high level and the other two were moderate levels. From the most average to the least were as follows; budget management, academic administration, general administration, and personnel management. 

             The desirable conditions of using digital technology to enhance administration efficiency in the New-Normal of schools under the Office of the Primary Educational Service Area, Ratchaburi Province overall were at the highest level. When considering each aspect, it was found the highest average level of all aspects. From the most average to the least were as follows; general administration, personnel management, academic administration, and budget management.

          The need index of using digital technology to enhance administration efficiency in the New-Normal of schools found as the most necessity were listed from the most to the least as follows; personnel management, general administration, academic administration, and budget management.

  1. The current situation and desirable conditions of using digital technology to enhance administration efficiency in the New-Normal of schools by school sizes overall were different. When considering each aspect, it was found the use of digital technology to enhance administration efficiency for budget management, personnel management, and general administration were the significant difference at .05 levels. The data showed that the small school sizes used digital technology to enhance administration efficiency in the New Normal which was different from the middle school sizes and the large school sizes with a significance level of .05. 
  2. The guidelines for using digital technology to enhance administration efficiency in the New Normal of schools under the Office of the Primary Educational Service Area, Ratchaburi Province were as follows:

             Personnel management. The establishment of the policy and plan for using digital technology in schools should be developed and used for driving personnel management efficiently. Having trained teachers and staff in using digital technology in schools would be needed. Having communicated, organizing, and keeping track of personnel records, developing teachers and staff competencies, and performance appraisal should be considered.  

                General administration. Corporate cultures in using digital technology in schools should be prioritized by using digital technology for students’ records, tracking students’ behavior, having public relations, and using digital technology for taking care of the building and its surroundings.            

                 Academic administration. Digital technology in schools should be used for

public relations to inform teaching and learning, class schedules, or students’ outstanding activities. In addition, having used applications in teaching and learning such as Zoom, Google meets, Team link, Line Blog Facebook would be beneficial for students. Using Digital technology for tracking students’ performance or supervising teachers in schools is necessary. 

Budget management.  Using digital technology in schools for budget

management, for example, keeping data records on financial and assets, retrieving, formulating, or specifying durable materials, monitoring, purchasing, hiring, accounting records, controlling, maintaining, and sourcing the procurement and including financial reports.
