MONITORING AND EVALUATION RESEARCH OF VOCATIONAL LEARNER’S CHARACTERISTICS BASED ON THE FRAMEWORK OF DESIRED OUTCOMES OF EDUCATION ACCORDING TO THE NATIONAL EDUCATION STANDARDS

Abstract

The objectives of this research were 1) to evaluate characteristics of vocational learners based on the framework of desired outcomes of education according to the National Education Standards; 2) to study the state of management of vocational education institutions; and 3) to propose guidelines for management of vocational education.  The research operation was divided into two phases.  The first phase was a quantitative research.  The research sample consisted of 265 stakeholders of vocational education management at the vocational certificate and high vocational certificate levels classified into teachers, administrators, parents, and entrepreneurs, all of whom were obtained by stratified random sampling to cover all regions and jurisdictions.  The second phase was a qualitative research by conducting a focus group discussion.  The key research informants were 34 persons comprising administrators, teachers, parents, and vocational institute board members.  The research findings were as follows: 1) the vocational learners’ characteristics as a whole, which comprised the three aspects, namely, as the learner persons, as the innovative  co-creators , and as the active citizens, were at the high level; 2) the overall state of management of vocational education institutions was at the high to highest levels, with the following characteristics: there was the development or improvement of curriculum that had been analyzed to cover the National Education Standards; there was the learning management that integrated learning in the classroom with learning in various enterprises with the best learning media being the results of learning by doing or practicing; there was the development of teachers in state institutions and private institutions with the use of diversified programs; there were members of learning networks both within the country and in foreign countries; and the enterprises helped to strengthen the vocational institutions; and 3) the guidelines for management of vocational education were as follows: the vocational institutions should improve their curriculum and instruction to be consistent with the requirements in the digital age; they should put more emphasis on development of vocational skills rather than on the theoretical development; they should enhance the teachers’ skills with the cooperation from the enterprises; they should review and improve the practicum process in the institute; they should adjust the vocational standard examination model; and they should review the rules and regulations that did not facilitate the participation of the enterprises.
