Development of Good Governance in the Provincial Development Plan In Mahasarakham Province

Abstract

This research presents the results of a case study of provincial development in Mahasarakham province. The purpose of the study is threefold. Firstly, to study how the administration of Mahasarakham currently goes about planning their development. Secondly, to investigate the obstacles that the provincial administration faces while planning provincial development in Mahasarakham. Finally, to give recommendations on how to improve the administrative strategy for provincial development in MahasarakhamThis study used qualitative research as a data collection method, specifically a questionnaire answered by twenty members of the Mahasarakham provincial administrative committee.

            The findings indicated that The case study of Mahasarakham revealed a strategy for governing the provincial development plan, which is implemented in six steps which will be outlined as follows. Step 1 is an annual review of the development plan. The importance of certain policies need  to be checked to make sure they are relevant to people in the province. It is also important to check to understanding of sub-district committees to align policies and goals to the same targets, as well as glean feedback so that the policies and strategy are relevant to current matters. Step 2 is to obtain data by surveying people living in the province. Public opinion is valuable as it expresses the needs of all people in the province. Step 3 is to analyse  the data collected in step 2. This should show every aspect; good aspects, obstacles that need to be overcome and opportunities that can be taken. Step 4 is to develop a new strategy which considers the current potential of the province. This is very important for the provincial plan as it will help to develop the province and integrate public, private and civil sectors. Step 5 is to listen to public opinion. By sharing opinions with each other, everyone has the opportunity to make suggestions about how best to solve problems and create a strategy that is best aligned with the needs of the people. Step 6 is the process of improving the strategic plan. By including information from public hearings (step 5), the plan can be adapted to suit what is needed by the people. Mahasarakham province is continuously monitoring, evaluating and improving its provincial development plan in order to create the best guidelines for its operation.
