Strategic Plan Model Development by Integrating a Balanced Scorecard and MBNQA Model: A Case Study of the Savings Cooperative of Employees in Metropolitan Waterworks Authority

Research objectives were to 1) develop a model of strategic planning that integrates a balanced scorecard tool and a national quality award based on the MBNQA criteria and 2) experiment formulation of a long-term strategic plan using a new model of strategic planning used in a case study of the Savings Cooperative of Employees in Metropolitan Waterworks Authority. The research is divided into two parts: the first is documentary research that synthesizes a balanced scorecard tool with the MBNQA National Quality Award Manual to create a new strategic planning model, and the second is testing a model of strategic planning. The research method was participatory action research in which stakeholders collect and analyze the data, including designing any parts of the strategic plan. The organization used as a case study was the Metropolitan Waterworks Authority Employees Savings Cooperative Authority.
The research results were as follows: 1) vision and strategies from balanced scorecard tools and 11 values of the MBNQA criteria under a new strategic planning model combined to the center of the strategic management. It will enable the organization to achieve two crucial goals simultaneously: the goal of proactive strategic planning in the long term and goals for organizational development toward excellence. 2) the experiment in using the long-term strategic planning model combined the balanced scorecard tools and the National Quality Award relying on MBNQA criteria achieved highly integrated results. This model integrates the organization's vision, strategy, and values through its management. Within a strategic management framework, the MBNQA criteria in various categories integrate into the balanced scorecard tools in financial, customer, internal business process, and organization & learning perspectives.
