บทคัดย่อ

            บทความนี้มีวัตถุประสงค์เพื่อ ศึกษาบทบัญญัติในรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2560 ที่เกี่ยวข้องกับระบบบริการสาธารณสุขของประเทศไทย ว่ามีผลต่อสิทธิและสวัสดิการด้านสังคมของประชาชนอย่างไร และมีผลต่อการปฏิรูประบบบริการสาธารณสุขประเทศไทยอย่างไร ซึ่งพบว่า รัฐต้องให้ความสำคัญกับกลุ่มผู้ยากไร้จัดบริการโดยไม่เสียค่าใช้จ่าย และให้ความสำคัญแก่เด็ก สตรี ผู้สูงอายุ คนพิการหรือผู้ด้อยโอกาส ให้ได้รับสิทธิและการบริการจากภาครัฐอย่างเท่าเทียม และรัฐต้องมีการปฏิรูประบบบริการสาธารณสุข ด้วยการปรับระบบหลักประกันสุขภาพ และจัดให้มีระบบการแพทย์ปฐมภูมิที่มีแพทย์เวชศาสตร์ครอบครัวดูแลประชาชนในสัดส่วนที่เหมาะสมด้วยการดูแลแบบองค์รวม

Abstract

            This article aims to study the reform of health service system in Thailand in line with the constitution of the kingdom of Thailand, B.E 2560 (2017) on how does it affect people’s rights and social welfare. The findings suggested that the state must focus on the poor to provide free services, give priority to children, women, the elderly (aging), the disabled, or the underprivileged to get equal rights and services from the government. The state needs to reform the health service system, adjust the health insurance system and provide primary healthcare for the people in the right proportion with family doctor and holistic care.
