The Collaborative Governance Machanism in Local Disaster and Mitigation of the Small-Sized Local Administrative Organizations in Roi-Et Province

This research aimed to study the mechanism of the collaborative governance in local disaster and mitigation of the small-sized local administrative organizations in Roi-Et province according to the collaborative governance model of Ansell & Gash. The study was a qualitative research. The case studies were 9 local administrative organizations in Roi-Et province. The data were collected by in-depth interview from 21 key informants and a documentary research. The result were analyzed by a content analysis and finding the consistency of the data by a triangulation. The result showed the mechanism of the collaborative governance in local disaster and mitigation of the small-sized local administrative organizations in Roi-Et province consisted of: 1) factor of collaborative initiation such as (1) dissimilation of authorities, resources and capacities among the local administrative organizations, (2) incentive to build the collaboration and (3) the collaborative background of the local administrative organizations, 2) factor of institutional design and 3) factor of facilitative leadership.
