บทคัดย่อ
บทความนี้เป็นส่วนหนึ่งของผลงานวิจัยเรื่อง “ปัจจัยที่ส่งผลต่อประสิทธิผลของนโยบายการกระจายอำนาจทางการศึกษาสู่องค์กรปกครองส่วนท้องถิ่น” เพื่อศึกษาปัจจัยลักษณะโรงเรียนและด้านการบริหารที่ส่งผลต่อประสิทธิผลของการดำเนินนโยบายการกระจายอำนาจทางการศึกษาสู่องค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ สถานศึกษาที่ได้รับการอนุมัติให้ถ่ายโอนไปสู่องค์กรปกครองส่วนท้องถิ่นในปีการศึกษา 2549-2557 จำนวน 38 โรงเรียน บุคคลที่เกี่ยวข้องได้แก่ ผู้บริหารสถานศึกษา ครู กรรมการสถานศึกษา ผู้ปกครองนักเรียน ผู้แทนสมาคมผู้ปกครอง ผู้แทนชุมชน จำนวน 228 คน การรวบรวมข้อมูลกระทำโดยใช้แบบสอบถาม เทคนิคที่ใช้วิเคราะห์ข้อมูล คือ การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ ผลการวิจัยพบว่า ประสิทธิผลของการดำเนินนโยบายการกระจายอำนาจทางการศึกษาสู่องค์กรปกครองส่วนท้องถิ่นมีความแตกต่างกันตามขนาดและระดับการศึกษาที่โรงเรียนเปิดสอน ปัจจัยด้านการบริหาร ได้แก่ ภาวะผู้นำขององค์กรปกครองส่วนท้องถิ่น ภาวะผู้นำของสถานศึกษา การบริหารวิชาการ การบริหารและการพัฒนาบุคลากร การบริหารงบประมาณ และการบริหารทั่วไป ปัจจัยด้านภาวะผู้นำของสถานศึกษา ปัจจัยการบริหารวิชาการ ปัจจัยด้านการบริหารและการพัฒนาบุคลากร ปัจจัยด้านการบริหารงบประมาณ และปัจจัยด้านการบริหารทั่วไป ส่งผลต่อประสิทธิผลของการดำเนินนโยบายการกระจายอำนาจทางการศึกษาไปสู่องค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติ 0.05
