The Role of Workmen’s Compensation Fund on Labor Protection

Abstract
The Workmen’s Compensation Fund (WCF) was established under the Announcement of the Revolutionary Council No. 103 and was initially implemented in 1974 to manage the fund. The first Workmen’s Compensation Act B.E. 2537 was officially formed on July 1, 1996. Later, the Act was revised as the Workmen’s Compensation Act 2018 (No. 2) and formed on December 9 the same year. The newly updated Act aimed to protect against injury, disease, disability, loss of organ, or death, including occupational diseases resulting from employment. The coverage was issued so that the employed can take care of themselves and their families during the loss of income. Administered by tripartite committees consisting of representatives of employers, employees, and government, the Fund covers both Thai and foreign workers, under Convention No. 111 on Discrimination (Employment and Occupation) 1958. The WCF stipulates contribution rates for the first four years of employment at 0.2-1.0%, depending on the risks of industries/businesses. In 2018, 10,537,238 employees and 416,579 enterprises were registered with WCF. Currently, the number has gradually increased.
The results reveal that the rate of work-related injury and severity from 2014 to 2018 continually decreased. This was because of the Ministry of Labor’s ‘Zero Accident’ emphasis on the promotion of work-safety and the reduction of injuries at workplaces.
