อิทธิพลของการจัดการภาครัฐสมัยใหม่ต่อการวัดประเมินในภาครัฐ: ปัญหาตัวชี้วัด และประโยชน์ที่แท้จริง

บทคัดย่อ
แม้ว่าแนวคิดการจัดการภาครัฐสมัยใหม่ (New Public Management) จะเกิดขึ้นมาตั้งแต่ช่วงปี 1990 และได้รับข้อวิจารณ์มากมาย แนวคิดดังกล่าวยังคงมีอิทธิพลต่อระบบราชการทั่วโลกรวมถึงประเทศไทยมีการปรับโครงสร้างที่เกิดจากอิทธิพลของแนวคิด NPM ในการจัดการภาครัฐของรัฐบาลไทยตั้งแต่อดีตจนถึงปัจจุบัน วัตถุประสงค์หลักของวิจัยนี้ คือ 1) เพื่อทบทวนแนวความคิดพื้นฐานและข้อคิดเห็นอันเป็นส่วนสำคัญของหลักการ NPM และ 2) เพื่อวิเคราะห์ปัญหาจากข้อเท็จจริงเชิงประจักษ์ของผลกระทบจากการนำแนวคิด NPM มาใช้ในภาครัฐของประเทศไทย การวิจัยนี้แสดงให้เห็นว่า มี 3 ผลลัพธ์ทางปรากฏการณ์ซึ่งรัฐบาลไทยได้ใช้โครงสร้างการจัดการภาครัฐตามแนวคิด NPM ผลลัพธ์เหล่านั้น คือ 1) อิทธิพลของแนวคิด NPM มีผลต่อโครงสร้างภาครัฐ 2) อิทธิพลของแนวคิด NPM มีผลต่อการดำเนินงานตามวัตถุประสงค์แห่งรัฐ และ 3) อิทธิพลของแนวคิด NPM มีผลต่อการประเมินการดำเนินงานภาครัฐ
